Abstract: Records of the Public Relations Board, a Chicago, Illinois, public relations firm founded by Lee Schooler in 1948 which was a pioneer in linking social research with public relations; accounts included companies such as H.W. Gossard, Dr. Scholl’s, Magnavox, Eureka, the American Library Association, and the Nuclear Power Association, among many others. The records document the company’s program goals and the products offered to clients through files representing the major and/or innovative accounts.

Abstract: Records of the Public Relations Society of America (PRSA), a professional organization established in 1948, which included the American Council on Public Relations, the National Association of Public Relations Councils, and the American Public Relations Association. The collection consists primarily of recordings of conferences and seminars and prize-winning entries in the organization's Silver Anvil competition. Competition exhibits, 1954-2014, document the noteworthy public relations activities of many corporations, trade associations, public welfare organizations, educational institutions, communities, and government agencies. Among the most prominent are Bendix Corporation, Boy Scouts of America, Bulova Watch Company, General Electric Company, General Motors Corporation, Kiwanis International, Life, Lockheed Missiles and Space Company, Look, NBC, National Dairy Council, National Safety Council, National Urban League, Parker Pen Company, Schlitz Brewing Company, Standard Oil of Ohio, 3M Company, Time, and Whirlpool Corporation. Also includes administrative records, financial documents, scrapbooks with clippings and newsletters (1949-1960), a film about publications sponsored by United Press International, and various publications including monographs. Seminars and conventions included addresses by Cleveland Amory, Karl A. Menninger, and Edward R. Murrow, which are present in recorded form, as is a presentation to the United States Department of Defense on the importance of a well-informed public.

Abstract: Correspondence and other records relating to construction and alterations of grade crossings and other safety matters at railroad and street railroad crossings, primarily in the Milwaukee and La Crosse area. Included are estimates, correspondence, blueprints, reports of crossing accidents, orders, recommendations, photographs and statements of costs and apportionments. The crossing files, all identified with a code comprised of the letter C and the company identifier, represent only a portion of the division's crossing files that once existed. It is likely that the files about the Chicago, Milwaukee and St. Paul Railway and the Chicago and North Western Railroad had been removed from the main files because they pertained to formal cases and because of their size. Subsequent to this removal the main files were presumably destroyed. Files regarding the Milwaukee Electric Railway Co. crossings (previously in Series 1306) were added to this incomplete file in 1996.

Abstract: Landmark cases are those that are determined to be of historical value. Any type of case (Chapter 196. Wis. Stats.) can be landmark, if it is precedent setting, of special public interest, or of research value. Only legal counsel or Public Service Commissioner's office may select landmark cases for inclusion in this series. The following types of cases are landmark: major transmission lines, pipelines, and original construction of power plants; all holding company files, and telephone reorganization files, per Wis. Stat. 196.79; and all Necessity and Convenience case files that document the formation of a utility.

Abstract: Correspondence and statistics regarding the Wisconsin Electric Power Company's “ten-for-one” plan, a low cost service plan provided by the utility. The files include analyses of increased consumption and the effect on the utility's revenues. The plan was devised by the Milwaukee Electric Railway and Light Company as ordered by the Public Service Commission in formal case 2U 810 (see also Series 1265, Formal case papers: public utilities, file 2U 810). The plan permitted eligible customers to increase consumption of electrical power at a cost not over ten percent of the rate for the base month.

Abstract: Records concerned with the settlement by the Railroad Commission of complaints against railroads, express companies, and telephone and other utility companies without recourse to formal procedure. Files include original letters of complaint against the companies and replies by the companies, copies of the letters of the Commission to the companies and complainants, investigation reports, petitions, memoranda, exhibits, and other supporting documents. A reevaluation proved these files have little historical value. Four cubic feet were retained as samples of the type of activity, and the remaining records were deaccessioned and destroyed.

The bulk of the records document the regulation of utility operations by the Railroad Commission of Wisconsin beginning in 1907 through 1931, when the PSC assumed responsibility for utility regulation.
