The collection consists of the papers of several individuals instrumental in the passage of Senate Bill 185, the Bill of Rights for Handicapped Children, including Frances Bicknell, David Franks, Betty Johnson, Elaine Keller, Suzanne Kendrick, Donna Mutschler, Barbara Pellegrini, and Barbara Rock. The papers consist of personal memoirs describing their efforts advocating for their own and other handicapped children, drafts and amendments to the bill, correspondence with legislators and disability activists, training, conference, and workshop materials, news clippings, reports and publications, and materials documenting the implementation of the law.

In the 1980s, it became a day-long program for middle school girls, which is how it continues to function to this day. The records in this collection document the day to day business of the organization, and include photographs and recordings.
