Abstract:
Papers compiled in the process of documenting the history of legislation mandating special education for all children with disabilities in Wisconsin. The collection consists of the papers of several individuals instrumental in the passage of Senate Bill 185, the Bill of Rights for Handicapped Children, including Frances Bicknell, David Franks, Betty Johnson, Elaine Keller, Suzanne Kendrick, Donna Mutschler, Barbara Pellegrini, and Barbara Rock. The papers consist of personal memoirs describing their efforts advocating for their own and other handicapped children, drafts and amendments to the bill, correspondence with legislators and disability activists, training, conference, and workshop materials, news clippings, reports and publications, and materials documenting the implementation of the law.
