Authorized in 1957, the council consisted of seven members: two representatives of management, two representatives of employees, and three representatives of the general public from the fields of banking, economics, and insurance. Although the council was charged to meet at least once each year and at such times as it deemed necessary or the commissioner requested, it did not meet in 1961-1963, 1965, or 1968. Chapter 337, Laws of 1969, repealed the statute which created the council and recommended that it be continued under the commissioner's rule-making authority. Section Ins. 8.10 of the Wisconsin Administrative Code, discussed at the council meeting of April 14, 1970, continued the council. The council as recreated consisted of the commissioner or his designee plus eight other members having competence in the field of employee welfare funds: two representatives of management, two representatives of employees, and four representatives of the general public. Terms of office were set at two years, and the council was charged to meet at least twice each year when called by the commissioner and at such other times when requested by the commissioner or two or more members.
