promote emergency licensing of special education teachers through the preparation of
instructional materials for ED and LD licenses. (Some initial discretionary state IDEA
funds may have been involved, but other than this it is not clear why the agency placed
the SELECT records in this series.) The records include correspondence of the CESA 5
planning staff, advisory committee minutes, evaluation reports, and instructional
modules.
