: As a federation, Dyeing and Finishing workers would have had more solidarity and strength than as just another division within the International Union. As a division, had to contend with regional forces and regional directors' ambitions because divisional directors were on a par with regional directors, whereas the Federation had more clout as a semi-autonomous organization.
