In April 1943 the U.S. Congress turned to the U.S. Department of Agriculture and the State
Extension Services to handle the problem of the emergency farm labor. Because of the labor
shortage imposed by World War II, farm labor had been diminished and the government was
concerned that enough farm labor be provided to keep agricultural production high. Arlie
Mucks served as Wisconsin State Supervisor for the Emergency Program which was terminated on
January 1, 1948.
