Scope and Content Note

This series concerns NET's efforts to secure quality television programs during the years 1951-1963, and the use made of some of those programs as well. The largest of the ten series, it includes a wide variety of document types, sch as correspondence--both inter-office and external--scripts and script outlines or treatments, reports of various kinds, and samples of the great many forms used by NET, the more important being expenditure request forms, and program evaluation forms. Wherever feasible, evaluation reports have been transferred to file at end of title file.

The series is broken down into nine sub-series, and more may be added as future additions to the records necessitate. The subseries include the Vice President for Programming (and/or Director of); the Program Subject File; the Program Title File (which includes a script file, a file of program evaluations and a file of shipping orders); the Program Production Files: Cultural Programming, Public Affairs Programming, Science Programming, Children's Programming, and Intertel; and Visual Materials. As yet no records of Children's Programming have been added to the NET archives; the sub-series was reserved in the hope and the expectation that they will be forthcoming at a later date.

Robert Hudson looms as the central figure in NET programming during the period covered by the papers of this series. The existing documentation of his contributions is primarily contained in the early central file of Series 2, and in the program subject and title files. In reality, the latter two files may have been one programming central file. Along with the files of the directors of programming, after Hudson, they document the efforts--successful and unsuccessful— of NET to secure programming and the administration of the programming function at NET. In addition, they contain much information on the use of and demand for certain programs. The remaining sub-series, Cultural Programming through Intertel, are concerned primarily with the production of programs and only secondarily with procurement and routine aspects of administration in the respective departments in Programming. For the most part all production files are post-1963.

Besides Hudson, the program subject and title files show the contribution of literally dozens of different individuals. The NET practice of appointing program associates on a temporary basis under Newburn, explains the many names in evidence. They all used the central file, probably maintained by Hudson's secretary. In 1960 for example, there were six program associates besides Hudson and Fedderson, and we do not have extant separate files for any of them.

Series 8D-8H. Program Production File

In their attempt to provide high quality meaningful programming that both the local ETV stations and the viewing public would accept, the NET administration and programming staff tried several systems of program categorization. These systems also were used as a guideline or master plan in deciding which types of programs and which subjects to focus upon. In the beginning, the emphasis was upon adult education. Later, under the tutelage of H. K. Newburn, programming categories read like a college catalog division of subject areas, i.e. social sciences, fine arts, humanities, etc. Still later, in 1960, when NET was not yet producing any programs, they were attempting to acquire programs in six areas: humanities, fine arts, science, social science, public affairs and children's.

At least two of the four production categories for which we have files were initiated in October 1963 when NET began to engage solely in the production of quality programming for television. The two were Cultural Programming (Series 8D) and Public Affairs Programming (Series 8E). The remaining two are Science programming (Series 8F) and Intertel (Series 8H). Children's Programming has been given the number 8G; however, there are not files in the archives as yet. See the Program Title File for folders on specific children's programs.

The production files contain the documentation for the actual development of a program, from its inception as an idea until its presentation as a public broadcast. Most of the files are rather fragmentary; in only a few can the full story be found. An illustration of one of the more complete production files is the one forUSA: Music--The Music Student, produced by Craig Gilbert, and found in the files of Curtis Davis, Director of Cultural Programming.

In that file are retained all the bills and invoices. The rationale for such action is:

  1. They are the most complete files for production of a program I have yet come across. In no other place in the collection can the researcher obtain the complete picture of everything that went into producing a television series or program, right down to the last detail such as the type of camera used, the kind and quantity of film used, the fact that the camera was rented and the cost of the rental, the number of outside people employed, cameramen, editors and others, and their cost.
  2. I have found ample evidence in other files, mainly those of NET's top administrative personnel that NET was very concerned about holding costs down. They were financed almost completely by the Ford Foundation throughout their twenty year existence. Periodically, a memo would go down through the ranks instructing the troops to refrain from taking a cab when a bus was available, and to refrain from entertaining outsiders too lavishly. These files document some of the very practices that the administration was trying to halt, and perhaps will help explain NET's eventual demise. These files also indicate the personnel relations problem that NET was faced with during much of its existence with the necessity to use outside producers. It appears that the outside producers did not hold expenses down as readily and consistently as NET producers did.
  3. Routine records do have value. Especially when they may be the only ones of their kind in existence. Collecting in the field of Mass Communications, including the records of Television and Radio production, is new enough that I question whether any other repository has preserved such files. Until we know the amount and nature of other files on television production, I think we have no choice but to retain these.
Subseries: Subseries 8A. Vice President for Programming (Director of Programming), 1961-1967
Scope and Content Note

As stated above, Robert Hudson's files as Director of Programming and as VP for Programming do not exist as a separate entity--at least not in the possession of SHSW. In 1959 Hudson was promoted from the post of Director of Programming to VP for Programming. Appointed as his assistant and given the title of Director of Programming was Donley Fedderson. Fedderson was replaced by William Kobin in 1964 when Hudson was given still another promotion to the position of Senior Vice President.

The records for this sub-series consist of a very small amount of Fedderson files (1961-1963) and some William Kobin files (1964-67).

Subseries: Subseries 8B. Program Subject File, 1953-1965
Scope and Content Note: This enormous file is composed almost entirely of correspondence, arranged alphabetically by correspondent. The program department corresponded with individuals, institutions, organizations, and government in their efforts to secure quality programs for educational tv stations during the years 1953-1963. These files contain that correspondence, primarily for the pre-1963 years. Two large and significant segments of the file are the college and university folders and the station folders. Much of the early programming came from both universities and local stations. Other correspondents include prominent individuals, professional groups and societies, publishers, commercial and foreign broadcasters, societies and organizations dedicated to furthering either education, broadcasting or both, U. S. and foreign governments, the United Nations, film suppliers and distribution companies, film producers, etc.

Scope and Content Note

This file documents the program acquisition activities of NET on a program-by-program basis as a natural complement to the party-by-party approach of the subject file. Of the 797 programs represented here--some parts of series and others not--244 were pre-1958, 79 were begun in 1963 or later and 474 occurred sometime between the two. This file, then, documents primarily the preproduction period of NET programming, that is, that period when they secured most programming by outside contract or purchase.

Arranged alphabetically by program or series title, individual files contain correspondence and memos, evaluations and reports, agreements and contracts, proposals, expenditure requests, clippings, program research scripts and script outlines. They provide information on the origin of a program, its producer, cast, and budget, who used it, and occasionally information on its actual production. There is occasional information on fund raising, which is primarily found in Development.

Appended to the program title file are three small files. One, a file of miscellaneous loose scripts, grew from a small file that arrived intact from NET through addition of individual scripts that turned up during the processing which had no natural archival home. As such it constitutes a small script library--but NET may never have used it as such. Many of the scripts, which are arranged alphabetically by title, were rejects, that is, they were sent in to NET by aspiring writers and were never used. Some even lack an indication of who the writer was.

The second file is a group of program evaluations. NET engaged in program evaluation quite extensively, employing at one time program screeners whose sole responsibility was to screen films and pass judgement on their suitability for educational distribution to educational television stations. The programs were evaluated both as to their aesthetic value and content and as to their technical excellence. This file, although small and fragmentary, serves as an excellent indicator of the thoroughness with which NET approached their responsibility to provide quality programs and, in the reasons for their rejections of some programs, one learns as much about NET programming policies as he does in the files devoted to those programs they actually distributed.

The third file is a small, quite fragmentary selection of shipping orders. They are candidates for destruction at some future point, when the statisticians are satisfied that sufficient data about use of educational tv programs and public reaction to and acceptance of ETV is available.

Scope and Content Note

Comprising boxes 14 to 21 of the files on Cultural Programming, this major segment contains information on a number of important series and programs, including The Creative Person, Magazine of the Arts, Pathfinders, USA: Arts, Music, and Poetry. It is arranged in three alphabetical subject files: one of programs, a second of program proposals and a third of general subjects. As in the other NET files, reverse chronological order within the individual folders is the rule. The file of programs includes programs actually undertaken for production by NET, regardless as to whether or not they were successfully completed. The program proposals includes ideas, formal proposals -- both from within NET and from without, and resource files of clippings and similar items.

Often a set of NET files were so hopelessly intermingled that it was next to impossible to separate one man's from another's. Sometimes it served no useful purpose to make the attempt. These files of Curtis Davis are a case in point. NET producer and Director of Cultural Programming in that order, Davis' files were mixed with those apparently generated by producers Craig Gilbert and James Perrin, both of whom worked in Cultural Programming, probably responsible to Davis. In addition to the major segments from the Gilbert and Perrin files, Davis' file also includes an occasional folder belonging to Kay Chessid and Rita Broder, containing memos, editing notes, bills and teletype. Kay Chessid eventually became a producer of documentaries, but her function with Davis is not clear. Because of the severe mixing and because of the limited quantity, the files were all grouped under Curtis Davis, Director of Cultural Programming. They include evidence of his work as a producer as well as an administrator and document the production activity of James Perrin on The Pathfinder series as well as Craig Gilbert on “The Creative Person” series. Also in evidence is Charles Vaughn, Producer of Science Programming who apparently consulted with the Cultural unit on a series done on the Argonne National Laboratory; also, Science Programming was a part of Cultural prior to 1965. In addition, unit producers Edward J. Hingers, Joe Morgenstern and Jerome C. Karpf are also present, as is Jack Sameth, Executive Producer with Perrin of Pathfinders. Whenever apparent, the name of the producer, other than Davis, responsible for a program or series was placed in the folder title.

One folder entitled U.S.A.: The Opposition Theater illustrates several truths about the NET collection. First, there is pathetically little information when one considers the magnitude of the venture being documented, viz. a seven-program series. Secondly, the folder contains two types of documents not present in any of the other production files, namely Performer Engagement contracts and a “Permission to use Excerpts” form, which serves as a reminder that no single production file in NET contains examples of all the various types of production records. Thirdly, this file contains much William Kobin correspondence, illustrating the heavy incidence of passing letters from office to office that occurred at NET. Fourthly, the folder contains a little bit of everything on the series, including initial proposal, program agreement, engagement contracts, routine production “getting it done” memos, press releases, P. I.'s program information sheets, budget and technical information, distribution information, and viewer reactions.

Two folders, Box 21, Folders 10 and 11, on NET/ETS Music and Copyright Committee illustrate educational television's battle in 1963-66 to prevent a revision of the copyright laws in a manner detrimental to the future of poorly financed educational television. Curt Davis was a member of that committee.

Scope and Content Note

Comprising boxes 22 to 38 of the records of cultural programming, Jac Venza's files are the largest single unit therein. Venza was apparently a producer of uncommon vitality and ability, as evidenced by the wide range of programs he produced and their extraordinary number. Emphasizing primarily dance and music, programs and series worked on by Venza included The Creative Person, Dance/USA, Lincoln Center: Stage Five, NET Festival, NET Playhouse,and Trio. Venza's close assistant was Virginia Kassel, who later became assistant to Vice President for Programming and a producer in her own right. Wherever possible, folders that were primarily hers have been identified as such.

The vast majority of this series is production files for various series and programs. Most of the material is Venza's. There are, however, two sets of folders that are completely Kassel's; one is a set of affiliates correspondence, and the other is folders on the Creative Person series. The Kassel Creative Person folders usually contain correspondence regarding a particular program or a certain producer. The Venza folders for the same series contain a wider variety of production-type material, including schedules, scripts, bills, and receipts, thus providing information about the series from two administrative levels and documenting the breakdown of responsibility between Venza and Kassel.

The following folders contain information of special interest: Box 16, folder 2-information about entire arts programming for 1964-1965 season; box 4, folder 1-Creative Person Jack Beeson later was removed from the series and used as a companion for Lizzie Borden; box 5, folder 3-a list of principles for consideration of creative persons and Curt Davis' reaction to the 1965 series; box 11, folder 14-a prophetic comment about the future career of Dustin Hoffman; and box 2, folder 7-individual program data sheets for 1965 Creative Person series. Removed from the files was a 16 mm film of the opening frames of The Creative Person and the magnetic sound track to accompany it.

Scope and Content Note

These six boxes of production files are devoted entirely to the eight-program series, History of the Negro People. Produced by Arthur Rabin and directed by Norton Bloom, this series is one of the most thoroughly documented in the entire NET collection.

The series focused on the three major concentrations of Negro population: Africa, Latin America and the United States. Arthur Rabin, the producer of these programs, began research in 1963, and terminated work on the series in July 1965. NET telecast the series beginning the week of October 10, 1965. Ossie Davis is narrator for the series and wrote the drama “Slavery” which is one of the programs. The other drama “Free At Last” was written by Arthur Rabin and James Benjamin. Novelist John A. Williams wrote a program on the American Negro's ties with Africa entitled, “Omoude-A Child Returns,” which is part of the program “Back to Africa.”

In this series NET has traced the evolution of the Negro People from their African past to their probable future, shooting the film both in the studio and on location.

The first program of the series concerns the “Negro and His African Past.” No scripts or research materials are included on this program, but Rabin's outline of the series states that this program looks at the heritage of the Negro to reveal the civilizations and achievements of ancient Africa usually ignored by historical research and examines its significance to the American Negro today.

Directly related to this, but more contemporary is the second program “Back to Africa,” which deals with the relationship of the American Negro to Africans and Africa. John A. Williams, an outstanding Negro novelist reports on the odyssey of an American Negro in Africa.

A third program relates to the “History of the Negro in Brazil,” compared and contrasted to the American Negro's experience. The question of whether Brazil is in fact a racial paradise is explored.

[Included in the research file for Brazil are two different versions of a handwritten diary (written in retrospect) of Florence Marg de Swart (Miss Flora). Written during World War II, she describes her experiences during and feelings toward her thirty years (1913-1944) in Brazil. She was born in Paris, and spent her early years in England and France. She went to Brazil in 1914 as the governess for the Count and Countess Candido Mendes de Almeida, and she later worked for the Countess Pereira Carneiro, as a companion to her mother for over ten years. Her reminiscences include descriptions of: time spent in France, Brazil's inflation of currency, the WWI armistice in England, the cost of land in Rio de Janeiro in the 1920s, Rio's growth and development over the thirty years, impressions of the French, impressions of the U. S. and its people, Natal, Rio Grande de Norte, Recife, the heat of Belem, the first planes to northern Brazil, the sugar refineries of Pernambuco. She taught English at Natal for nine years; she made numerous trips between Europe and Brazil, and within Brazil; she helped during both World Wars, and she describes that--first in England and second in Brazil at a way station for English fliers. Many photos are included in the diary, mostly of local Brazilian scenes, and including one of the Brazilian imperial family, whom she met.]

After examining Brazil, NET used a dramatic choral work to focus on the question of slavery. This program was adapted by Ossie Davis from the actual testimony of former slaves, and was performed by Davis, Ruby Dee and the choral group VOICES Inc.

Directly related to the existence of slavery is an examination of the history of the South from slavery to the Supreme Court decision of 1954. “Negro and the South” also explores the southern way of life and what this has meant to the Negro.

Coinciding chronologically with the “Negro and the South” is “Oh Freedom,” which explores the history of the Negro from emancipation to the end of World War II. This history is told through the actual words of four major Negro figures: Frederick Douglass, Booker T. Washington, W. E. B. DuBois, and Marcus Garvey.

The next program deals with the “New Mood of the American Negro.” In this examination covering the New Militancy and the Supreme Court decision of 1954 to the present, stress is placed upon the last ten years of Negro “revolt” and its impact upon Negro and white Americans.

In “Inner World of the Free Negro,” impressions are given on the richness and variety of the culture of the Negro. Through interview transcripts and an essay it presents the thoughts, experiences, and motivations unique to the Negro in American life.

The last program deals with the future of the Negro with a symposium of scholars who prophesy about the future of Negroes in the U. S. and around the world.

This series includes correspondence, research materials, clippings, pamphlets, foreign government brochures, contracts, releases, scripts, transcripts, records of stock footage, music, and credits, outlines and progress reports. Also included is a book proof of Together in America by Johanna Johnson, published March 1965, which is located in the general research folder for the series.

Scope and Content Note

The files for Public Affairs Programming are rather limited, consisting entirely of the production files of Larry Pickard. Additional information can be found in the files of Edwin R. Bayley as Vice President for Administration, since he was Public Affairs Editor (a position roughly equivalent to Director of Public Affairs Programming) at the same time as he held the office of Vice President. At the writing of this register, we have no files for Bayley's successor as Public Affairs Editor, Don Dixon.

Larry Pickard's files consist of those generated by himself and William Weston, his predecessor as executive producer of the main series documented by the files--Of People and Politics; and those people who worked with Weston and Pickard in the four production units devoted to creating the twenty-one programs of the series.

The small amount of non-Of People and Politics material that is present in the Pickard files is entirely in box one, concerns several other programs Pickard produced or otherwise worked on and includes a folder of program ideas submitted by a Vincent Dempsey, and a folder of documents generated by Weston.

Also in box one is Pickard's general correspondence. Arranged chronologically, it contains in addition to letters--expense statements, memos and reports of various types. Most of the problems involved in producing the series in general are touched on with very little information on the problems of specific programs. Included are inquiries from potential staff, and the chief correspondents were Weston and William H. Kobin, Vice President for Programming.

In addition to correspondence, the remainder of the files contain scripts, script outlines, NET financial forms such as expenditure request forms, series and program budgets, interview transcripts, liability relaeases signed by interviewees and other actor-type participants in the series, lists and schedules concerning such topics as film shot, stock footage available and used, taping dates, guests and consultants, technical and informational content evaluations, and research materials ranging from clippings and notes to the formal studies of Operations and Policy Research Inc., a California based firm.

Following the general correspondence and the other programs which are arranged in rough alphabetical order are the materials related to Of People and Politics, arranged according to production order insofar as practical. In general this order consists of budget, pre-program planning, personnel, research, writing, interviewing, releases, editing and stock footage, and scripts. Retained with each script in this arrangement is the research material, clearly designated as having been gathered specifically for that program.

Also included are any notes, memos or other correspondence that seemed more appropriately filed with the script rather than in the general correspondence file, but, on the whole, there is very little of the latter filed with the scripts. When duplicate copies of a script existed, we retained one copy plus any annotated pages from the duplicates.

All of the Operations and Policy Research studies have been filed together in boxes two through four, rather than trying to place them with the script for which they were prepared. On many, it is very difficult to determine which program they were most directly related to; also some were undoubtedly used for the series as a whole or for more than one program.

This file documents the complete formation of a television series. One can see the formation of the program idea, the research, the script writing, the contacts for interviews, the selection of filming locality, the contacts for equipment, the arrangements with local people, the signing of releases, the technical arrangements and the one hundred and one little things that are necessary to complete the series and see it on the air. This file, along with Rabin's file for History of the Negro People is one of the most complete we have.

However, there are gaps. True, there is more here than elsewhere. But when one considers that we are dealing with twenty-one major programs, there is pathetically little in spots. Much material was undoubtedly squirreled away by individuals. There is an uneven quality to the various programs, where one program may have several script revisions and another may have only one script. The underlying theme ever present here as in other series, as thoughout, is the lack of money; the need for frugality and thrift.

Charles Vaughn, Producer 1961-1964
Biography/History

Charles W. Vaughn held at least three positions at NET: Program Associate for Science and Executive Producer of Science Programs prior to 1963 and Director of Development from 1963-1965. Since his background was solely in radio and television, he made a concerted effort to acquaint himself with education and science in general by attending science education programs in schools, attending conferences of science teacher societies, and by reading widely to stay abreast of new developments in science.

As program associate, Vaughn gradually became solely responsible for reading program proposals from other production companies and screening films set to N.E.T. for possible purchase and syndication. For example, Vaughn's office handled correspondence pertaining to proper distribution of science films from Bloomington, Indiana and proper processing of films at Ann Arbor. Vaughn, himself, wrote the proposal for a series,The Environmental Revolution. He became responsible for script content in another series, Population, for which he made a two-month, worldwide research trip. Shortly after this trip, Vaughn was promoted to Executive Producer, apparently a newly devised post. Shortly thereafter, with the reorganization funded by a Ford grant, Vaughn was made Director of Development for NET.

Scope and Content Note

Most of Vaughn's work in Science Programming dealt with programs produced by the National Aeronautics and Space Administration (NASA), which were directed toward an adult audience. Strangely enough, there is almost no information on the two programs for which Vaughn served as a writer (creator) that were mentioned, Population and Environmental Revolution. For information on those two, see the production files for each of them that follow Vaughn's files in this sub-series.

With the exception of the general correspondence file for August-December 1962, such files as we have of Vaughn's (which are mighty few) appear to be complete. Upon taking the post of Program Associate for Science Programming, Vaughn kept some of the background files formerly under the supervision of E. G. Cohen, Program Associate in 1961, which contain transcripts of speeches and general policy statements regarding the desired goals of NET Science Programming. The files cover the period 1961-1964 and are arranged in the following general sequence: General Correspondence Background Materials for his post, Vaughn's Research Correspondence and materials from government and private organizations, and Materials relating to specific series either proposed or finished.

Scope and Content Note

These files for The Environmental Revolution consist of research materials, proposals, and outlines.

No actual production files are included, which is not surprising, since the series was produced outside of NET, by U.S.P. Productions. NET, however, hired two researchers, Ellen Levine and Robert Burnap, to do the necessary research for the series. Some of Burnap's personal files are included here. He was head of the Delaware Wildlife Federation and an officer of several other New England conservation groups. His files from the Delaware Wildlife Federation include files of the Scenic Hudson Preservation Conference, the World Wildlife Fund, and others. These were kept together as one unit under the name of the Federation within the research files. Primarily, they document the functions and activities of the federation, but they also contain documentation on Burnap's activity therein.

The proposal drafts for the series contain notes by Ellen Levine. The three copies of the transcript of an environmental conference held in July 1963 and attended for NET by Charles Vaughn, are annotated. Each represents a different stage of revision for publication.

Comprising six hour-long programs (Europe-“The European Experience”; Japan-“Born in Japan”; USA-“Time for Decision”; Brazil-“The Gathering Millions”; India-“Writings on the Sand”; and human reproduction-“A Gift of Choice”), the population series was to be produced by United States Productions, an independent film company under contract with NET. USP and NET worked closely with the Population Council on the demographic content of the series and the Population Council assumed content responsibility for the series. When the project was well under way, Al Butterfield, the U. S. Productions Executive Producer, died of a brain tumor. Later, NET was not satisfied with the quality of the rough footage and assumed direct production control of the series through Charles Vaughn, NET's Executive Producer of the series (as a counterpart to Butterfield) from its inception.

Subseries: Subseries 8H. Intertel, 1961-1965
Biography/History: Intertel was a cooperative enterprise formed by five broadcasting organizations in four nations, namely, Associated Rediffusion of Great Britain, the Australian Broadcasting Commission, the Canadian Broadcasting Corporation, the Westinghouse Broadcasting Company of the United States and NET. Its purpose was to encourage production of quality programming. Each of the members, concentrating on problems of nations other than its own, produced documentaries for broadcast by the entire group.
Scope and Content Note: With inclusive dates of 1961-1965, these are a segment of the production files of NET's contributions to the Intertel pool. Seven programs are documented here, most of them produced by NET in cooperation with the Westinghouse Broadcasting Company. They are: Britain: Postscript to Empire; The New Italian; This Question of Color; Room Down Under; The Turkish Question; The Two Canadas; ; and The Unfinished Revolution (Mexico). In addition to the rather complete files for these seven programs, there are single scripts or other single documents for a variety of the other Intertel programs, most of them contributions of the other three members. All programs are arranged alphabetically, with the documents, again, arranged as nearly as possible by production order.

Scope and Content Note

This series includes visual materials that have been separated into photo lots PH 2696 and PH 3506.

PH 2696 contains photographs, circa 1951-1959, received with the records of the National Educational Television Association in 1965 and 1973 (accessions MCHC73-092 and MCHC73-146), consisting of scenes of television stations, their equipment, operations, programs, and guests; members of the Joint Committee on Educational Television; and related events.

PH 3506 contains transparencies and partially corresponding proof sheets from NET production files, circa 1965-1969. Images include cameramen and production crews on location in Italy, Brazil, and elsewhere, and scenes from programs such as “Carmina Burana,” “Changing World,” “History of the Negro People,” and others.
