Scope and Content Note

This large collection, which has been microfilmed, consists of general correspondence, speeches and writings, diaries, notes, interviews, memorabilia, photographs, and tapes and discs. Although the researcher on German history will find the collection disappointing in some aspects, most of Lochner's long and varied career in journalism and broadcasting is well documented.

The GENERAL CORRESPONDENCE, 1911-1968, is only a portion of the Lochner mail which once existed. As he explained in Always the Unexpected, most of his pre-World War II correspondence had been stored for safekeeping in the American Embassy during World War II and was lost when the building was bombed. This lost correspondence included letters from Jane Addams, William Jennings Bryan, Albert Einstein, Maxim Gorki, Paul von Hindenburg, Fritz Kreisler, Jean Sibelius, Richard Strauss, Gustav Stresemann, and Woodrow Wilson.

As a result, the existing Lochner correspondence dates primarily from 1945 to 1955. The main exception is a small quantity of correspondence pertaining to Lochner's peace activities, which are located with the subject files. The majority of the writers in the general correspondence files are Germans, and most of the letters are written in the German language. The files are organized alphabetically by name and chronological thereunder. Individuals or organizations for which the correspondence is sparse are located in miscellaneous letter files.

Although this section is disappointing in its documentation of life in Nazi Germany because of the limited time span, the files are a revealing source for studying conditions and attitudes during the immediate post-war era in Germany. Many of Lochner's correspondents had known him before the war, and they wrote in the hope of legally establishing their opposition to Hitler. In this sense the collection also provides an interesting--if retrospective--view of the individualized resistance.

Among the few files in the general correspondence which predate World War II are those containing Lochner's frequent, lengthy letters to his children in the United States. These letters, which date from 1932 to 1941, provide a truer picture of Lochner's opinions about trends in Germany than may be found in his published articles, which were necessarily restrained. The correspondence with Lochner's Hoyer in-laws is similarly interesting with respect to events during the 1920s.

Among the most prominent correspondents in the general correspondence are Heinrich Bruning; Albert Stevens Crockett; Allen Dulles; Hugo Eckener; Frederick William, Crown Prince of Prussia; Hugh Gibson; Hans Hinrichs; Betty Hirsch; John Haynes Holmes; Herbert Hoover; Hans V. Kaltenborn; George F. Kennan; Louis Ferdinand, Prince of Prussia; Frank Mason; James D. Mooney; Ralph Nafziger; Elmer Peterson; Henry Regnery; Burton K. Wheeler; and Alexander Wiley. Within the miscellaneous letter files are smaller amounts of correspondence from Don Anderson, Hal Boyle, Lucius C. Clay, Robert Considine, Clifton Daniels, Joseph E. Davies, Will Durant, Alfred Eisenstaedt, Henry Ford II, Frank Gannett, Ernst Hanfstaengle, Jenkin Lloyd Jones, Samuel Eliot Morison, Herbert Bayard Swope, and Dorothy Thompson. Material pertaining to Lochner's professional career in the general correspondence is concentrated in several files, principally those of the Associated Press, Broadcast Editorial Reports, the Hoover Institute and Presidential Library, the National Broadcasting Company, Hugh Gibson (Doubleday & Co.), MacMillan and Company, Henry Regnery, and the U.S. War Department. The Associated Press file requires special mention because it contains not only business correspondence, but also personal mail from other employees of the wire service. Among the correspondents here are Dan DeLuce, Ernest Fischer, Wes Gallagher, Alan Gould, Frank King, Edwin Shanke, Lloyd Stratton, Angus Thuermer, and Melvin Whiteleather. In addition, the pre-war correspondence with General Manager Kent Cooper is an important complement to the opinions expressed in the Lochner family correspondence.

In addition to incoming and outgoing mail, the general correspondence files contain a number of manuscripts sent to Lochner for editorial assistance. Such works may be found in the files of Jakob Goldschmidt (on Hjalmar Schacht) Ada Grose, Hans Hinrich, Betty Hirsch, Hans-Jorg Maurer, James Mooney, Frieda Schmidt, and Arthur Steiner. Three other such manuscripts for which the provenance is uncertain are included with the miscellaneous file at the end of the collection.

Lochner's SPEECHES AND WRITINGS, 1903-1967, consist of newspaper articles, free lance articles, and speeches, books, and radio scripts. The file of newspaper articles contains 1) original, unedited stories, either in the form in which Lochner wrote them or as wire service dispatches, and 2) clippings of Lochner articles as they appeared in the American press. Material in the second category was returned to the donor's family after filming. In most cases, the collection includes only one of the two forms of documentation for a particular story.

The original, unedited articles are subdivided chronologically by employer and consist of stories Lochner wrote for the Federated Press, 1921-1924; the Associated Press, 1924-1946; and “European Facts,” an abortive, labor feature service Lochner established in 1923. There are no stories written for the International Labor News Service in the collection.

Lochner kept copies of his original stories during the pre-World War II era only sporadically, but carbons of his 1940-1946 newspaper articles are plentiful. The earlier articles deal with nazification of daily life, the economy, and religion; with political developments; and with the army. The latter articles include an extensive record of Lochner's observations of the German side of the war while visiting the Western Front in 1940 and the Balkan and Russian Fronts in 1941. The papers also contain substantial documentation of the stories he filed as a correspondent covering the Allied advance in Germany in 1945, the early days of the occupation, and the International Military Tribunal at Nuremberg.

Filed with Lochner's own newspaper writings is a “bureau jounal” comprised of carbons of stories written by all members of the Berlin AP staff between November 1940 and November 1941. In addition to Lochner's own articles, the journal contains dispatches filed by Ernest F. Fischer, Preston L. Grover, Lynn Heinzerling, Rudolf Josten, Robert F. Schildbach, Edwin A. Shanke, Alvin J. Steinkopf, Angus M. Thuermer, and it is virtually complete between November 1940 and September 1941. Loose articles elsewhere in the collection have been compared to the bureau journal to eliminate duplication among Lochner's stories. Not included are stories filed by staff members while away from Berlin. The file of newspaper articles contains many clippings of stories as they appeared in the American press. With the exception of several scrapbooks, the arrangement is chronological. The exceptions are two small 1921 scrapbooks which were not in precise chronological order within themselves and a larger scrapbook, 1926 to 1936, which contains many articles not found with the loose clippings. This volume is filed at the end of the unbound clippings.

Lochner's career as a free-lance writer and lecturer is well documented by material of three types: speeches and articles have been filed together chronologically. For a few of these manuscripts, preliminary drafts are also included. A portion of the speeches and articles are undated and as a result are arranged alphabetically by subject at the conclusion of the dated material. The researcher will find that here, as with the dated manuscripts, the majority of the items derive from Lochner's expertise on German matters, his early interest in the international student movement and opposition to World War I, his admiration of Herbert Hoover, and his work in behalf of various Lutheran (Missouri Synod) organizations.

The documentation for Lochner's books varies considerably both in kind and in quantity. While the collection includes only final drafts for Henry Ford-America's Don Quixote, What About Germany?, and Always the Unexpected, there are multiple drafts and/or working papers for Tycoons and Tyrant and Herbert Hoover and Germany. Material pertaining to The Goebbels Diaries includes Lochner's introduction and a correspondence file which deals with his highly-publicized attempt to secure royalty payment from the Office of Alien Property. Noteworthy correspondents here are Pat McCarran, Robert McCormick, Frank Mason, George Sokolosky, and Alexander Wiley. Two other works included with the volumes are “Shirtsleeve Ambassador,” an unpublished manuscript dealing with the life and work of foreign correspondents, and New York, a travel booklet. Not filmed with the collection are two boxes of clippings, notes, and a card index, used in research for Herbert Hoover and Germany and Tycoons and Tyrant. At the conclusion of the section is a file of clippings of reviews of Lochner's books. The collection contains no documentary material pertaining to his biography of Fritz Kreisler, as this material was donated to the Library of Congress.

The radio scripts consist of a virtually complete file of Lochner's World War II commentaries which were broadcast for Press Association, Inc., on the Pacific and Rocky Mountain Networks of the National Broadcasting Company, 1943-1944; scripts for the feature service Broadcast Editorial Reports, 1960-1962; and a small number of scripts for which the broadcasting format is unidentified. Recordings of several of his BER “Globalcasts” are available on tape as part of the collection.

The Lochner papers contain a number of DIARIES and engagement calendars, 1915-1948, with the majority dating from the period 1928-1948. For some of these years the collection includes both a diary and an engagement calendar; however, only for the years 1939 and after are the entries of a substantial nature. The value of the 1939, 1940, and 1941 diaries is further reduced by the fact that Lochner's handwriting is nearly indecipherable. The only typewritten exceptions are the 1945 diary which he kept while covering the Allied invasion of Germany, a short journal concerning his journey to Norway on the Ford peace ship in 1915, and his trip on the zeppelin Hindenburg in 1936. Lochner's handwritting also limits the usefulness of the small file of NOTES, 1928-1962, which includes material on a trip to Danzig in 1939, the trip on the Hindenburg, and an undated journey through Bavaria. In a few cases, such as the material relating to his 1933 conversation with former Chancellor Heinrich Bruning, Lochner attached informative annotations to his notes.

The file of INTERVIEWS, 1922-1968, contains material such as correspondence, prepared questions and replies, and completed articles concerning interviews with Konrad Adenauer, Crown Prince Frederick William, Hermann Goering, Maxim Gorki, Adolf Hitler, Rudolf Hess, Hermann Keyserling, Fritz Kreisler, Max Liebermann, Ludwig Martens, Max Reinhardt, Joachim von Ribbentrop, Baldur von Schirach, and Kaiser Wilhelm. Also included with the alphabetically arranged files are two interviews of Lochner himself; one of which is a typescript of his conversation with broadcaster Ray Henle for the Herbert Hoover Oral History Project.

The SUBJECT FILES, 1914-1970, contain material relating to Herbert Hoover's Economic Mission to Germany and Austria, the Overseas Press Club, the United Nations Expert Committee on Public Information, and Lochner's various World War I peace activities.

Papers relating to Hoover's Economic Mission in 1947 comprise the smallest subject file. Included are two reports on the denazification of Germany written by Lochner for the former President, notes on conversations with occupation personnel, and newspaper clippings. There is also a lengthy manuscript on rearmament which appears to have been written by Lochner.

Louis Lochner was active in the Overseas Press Club for many years, but this subject file primarily concerns his two terms as president (1950-1951 and 1955-1956), with the bulk of the material deriving from the latter term. Included are constitutional revisions, correspondence, minutes, presidential speeches and reports, committee reports, and miscellany. Because mimeographed OPC minutes and reports may be found in several other Mass Communication History Center collections, only those relating to the period when Lochner was president have been retained here. Among the many prominent journalists with whom Lochner corresponded on OPC matters are Cecil Brown, Milton Caniff, Dickey Chapelle, Robert Considine, Ralph Jules Frantz, William P. Gray, Sig Mickelson, Edward R. Murrow, James Reston, Quentin Reynolds, Inez Robb, Cornelius Ryan, Frank Stanton, Lloyd Stratton, Lowell Thomas, and Walter Winchell.

Filed together under the designation “Peace Activities” are materials relating to several organizations with which Lochner was associated during the World War I era: the American Peace Society, the Emergency Peace Federation, the People's Council for Democracy and Peace, the Ford peace expedition, and the Neutral Conference for Continuing Mediation; most of the papers pertain to the Ford expedition and the neutral conference. Together with Lochner's book, Henry Ford--America's Don Quixote, this documentation offers an excellent source for studying the automaker's curious attempt at peacemaking.

Types of material in this file include correspondence, public relations material, and working papers used at various meetings. The correspondence is arranged chronologically and includes such prominent individuals as Jane Addams, William Jennings Bryan, Henry Ford, John Haynes Holmes, David Starr Jordan, Paul U. Kellogg, and Rosika Schwimmer. There is also one personal letter to Lochner's first wife. Also with the correspondence are notes concerning meetings with Woodrow Wilson in 1915 and 1917. The public relations material includes press releases, printed matter, newspaper clippings, and statements about the work of the neutral conference collected from various European officials for issuance to the press. The working papers include committee reports, program agenda, memoranda, and a slim file of statements and reports concerning finances.

The subject file relating to the United Nations Expert Committee on Public Information provides a significant source for examining this 1958 study of the UN's world-wide information facilities. The material forms two general categories: items relating to Lochner's personal involvement with the committee and material relating to the committee as a whole. The former consists of correspondence and working papers drafted by Lochner. As the sole U.S. representative on the committee Lochner took the brunt of the criticism which the committee's report received in this country, and his correspondence reflects this fact. Among the prominent correspondents are Dag Hammarskjold, committee members Robert Bevan and George Ivan Smith; U.S. delegation members Henry Cabot Lodge and Bourke Hickenlooper, and journalists Pauline Frederick and Arthur H. Sulzberger.

Other material consists of the committee's mandate from the General Assembly, rules of procedure, minutes, and a copy of its final report, together with preliminary drafts. The drafts bear many annotations in Lochner's hand. There is also a small file consisting of clippings, correspondence and international communications, financial material, and information on the reaction to the reports. The remainder of the material consists of mimeographed items distributed by the committee's staff, transcripts of testimony presented by witnesses around the world, “committee papers,” and UN Information Center papers and exhibits. Each of these latter categories was distributed as a numerical series. The run of expert testimonies is virtually complete, but only a fraction of the committee and center papers are included.

The MISCELLANY, 1930-1949, consists of material of uncertain origin. Included are samples of communist propaganda dating from the Hitler era, Goebbels' secret instructions to the German press, lists of foreign correspondents in Germany, notes on Hitler's “Schrichlichkeit” speech, and a copy of Hindenburg's 1930 appeal to Hoover. In addition there is report on newspaper licensing during the Occupation; confidential reports on Indo-China (1945), Russo-German relations, and conditions in Russian-occupied Germany; and several manuscript articles collected by Lochner from unknown sources.

The MEMORABILIA, 1903-1972, consist of clippings about Lochner and four scrapbooks containing clippings, photographs, and souvenirs. Scrapbook #4 contains a particularly interesting selection of material and photographs relating to Lochner's internment at Bad Neuheim. After microfilming, these photographs were separated to the Society's Iconographic collection together with the other photographs in the collection, and the remainder of the memorabilia was returned to the donor's family. The other PHOTOGRAPHS in the collection include a considerable number taken in Germany by Lochner or various AP photographers during the 1930s and early 1940s. Documentation of Lochner's career is supplemented by a number of TAPES AND DISCS.

Also included are many letters to and from Herbert Hoover concerning the library project, several newspaper articles written by Lochner, and documentation of a University of Wisconsin (Madison) School of Journalism function held in his honor.
