Subseries: Advisory Council Reports and Minutes, 1927-19361 box (0.4 cubic feet) Reports and minutes of the NBC Advisory Council, 1927-1936. Created by Owen D. Young, the council was composed of such other distinguished citizens as Charles Evans Hughes, Walter Damrosch, Dwight Morrow, Newton D. Baker, Robert M. Hutchins, and Elihu Root, and it reviewed programming and made suggestions on NBC policy in the areas of ethics, good taste, and the public interest. Although touted as a forum for public access to broadcast decision-making, the council never functioned in that manner. Half of the reports and minutes are bound, the others are in pamphlet form. For 1927, 1929, and 1934 there are minutes of the annual meetings, while the reports cover the period from the beginning of NBC operations in November 1926 through early 1936. (The council continued operation until February 1941.) Particularly noteworthy is the annual report to the Advisory Council by the NBC president. Included here is information on the past year's broadcasting highlights with discussions of future plans. Through 1934 there are committee reports on such program areas as agriculture, education, labor, music, religion, and women's activities; in the last two years these are replaced by program summaries. For the later reports there are usually detailed program analyses; these are accompanied by program highlights broken down by type and often with narrative descriptions. For most of the 1930s there is a considerable amount of information on NBC's international broadcasts. Many of the reports also list NBC network stations and affiliates, advertisers, and notable entertainers and prominent individuals heard over the network. There is usually a map of NBC's broadcast circuits in the United States. The reports and minutes are arranged chronologically by year. The 1939 volume is a brief history.

Royal, John F. (1886-1978). Papers, 1931-19506 boxes (5.4 cubic feet) Papers of an NBC vice president for programming, 1931-1940; for international relations, 1940-1944; and for television, 1940-1950. The papers consist of correspondence, memos, reports, pamphlets, newspaper and magazine articles, lists, drafts, photographs, notes, schedules, charts, and related material. They are divided into two groups: carbons of outgoing correspondence, 1931-1942, and an alphabetically-arranged subject file, 1940-1950; there is some duplication between the two. The bulk of the outgoing correspondence pertains to Royal's tenure as vice president for programming. These papers document particularly well the development of music programming, the growth of NBC's involvement with Latin America, coverage of European war news, and NBC's first television broadcasts. There is also material on routine policy implementation; production, especially for educational and cultural programs; ASCAP; censorship; and the FCC. Major programs treated include America's Town Meeting of the Air and the University of Chicago Round Table; prominent individuals that may be noted include George V. Denny, Hans V. Kaltenborn, Nelson Rockefeller, Raymond Gram Swing, and Arturo Toscanini. There is also a significant amount of material regarding such NBC figures as James Rowland Angell, Samuel Chotzinoff, Margaret Cuthbert, Frank E. Mullen, Frank Russell, David Sarnoff, A. A. Schecter, Niles Trammell, and Mark Woods. Interest in programming can also be found in Royal's later files. Notable here is a 1943 continuity acceptance working manual; a report on NBC operations in 1943; several files on post-war planning; and a file on litigation over Mr. District Attorney. For Royal's tenure as vice president for international relations the papers document the network's part in World War II through short wave broadcasting and reveal the close cooperation among the international division, the coordinator for inter-American affairs, and the Office of War Information. Though there is substantial material concerning broadcasts to Europe and to military personnel throughout the world, most of the files concern Latin America. Especially interesting is the development of the Pan American Network of NBC affiliates and the implementation of Royal's policies for the coverage of events of interest to Latin Americans and the broadcasting of selected Latin American programs for listeners. There is significant material regarding competition for the Latin American audience with the Columbia Broadcasting System, the Mutual Broadcasting System, and the Crosley Corporation; difficulties in obtaining time and equipment for operations; broadcasts of such NBC programs as the Inter-American University of the Air and the NBC Symphony; and attempts by advertisers to become involved in short wave broadcasting. Other files concern NBC's relations with RCA, especially regarding the sale of its equipment in Latin America; the use of recordings in short wave broadcasts; and broadcasts by two NBC commentators, Edward Tomlinson and Raymond Gram Swing. Activities in television broadcasting are documented primarily in the television portion of the subject file, though there is related material elsewhere. A particularly significant report is Royal's “Quo Vadis: Wither Goest Thou NBC?” (1945), with related correspondence from 1949. Fragmentary and generally routine, the other television files concern such matters as filmed television shows, plays, and related matters. NBC executives and other prominent personnel represented here are James Rowland Angell, Fred Bate, William F. Brooks, Max Jordan, Frank Mullen, A. A. Schecter, and Niles Trammell. There is also correspondence with Emilio Azcarraga, Allen Nevins, Nelson Rockefeller, Raymond Gram Swing, Edward Tomlinson, and Sylvester L. Weaver Jr.

The papers are divided chronologically by year and then alphabetically by subject and are best for Trammell's tenure as president, an important period in the development of television at NBC. There is also a small amount of material concerning the FCC, 1938-1939, and miscellaneous correspondence regarding Trammell's work after 1952 with the Biscayne Television Corporation, in Miami, Florida. Throughout, there are files relating to his dealings with advertisers, his position on governmental regulation, and his relations with NBC entertainers. Most notable perhaps are the files relating to NBC's post-war planning; located here are detailed memoranda drafted by heads of NBC departments, divisions, and stations in response to Trammell's request for two-year activity projections. Files on the Blue Network, NBC's Stations Planning Advisory Committee, and national political conventions are also prominent. Other important material concerns NBC wartime broadcasting, the recording of radio programs, and Trammell's assessment of the first year of direction by Sylvester L. Weaver Jr., and Robert W. Sarnoff. Several significant complaints about NBC programs and performers were also handled by Trammell. Especially noteworthy are those regarding news commentators Upton Close and Edward Tomlinson and a complaint by William T. Evjue about the editing of Yesterday, Today, and Tomorrow of his remarks concerning Joseph R. McCarthy. There is also material on televised sporting events and on such entertainment shows as “Amahl and the Night Visitors,” broadcast on NBC Opera Theatre; Colgate Comedy; and Duffey's Tavern. Weaver Jr., also known as Pat Weaver, vice president for television (1949-1953), president (1953-1955), and chairman of the board (1955-1956). The bulk of this material consists of correspondence and memos, but clippings, reports, logs, and a variety of financial statements are also included. The papers are divided first by year and then alphabetically by subject. Although incomplete, they are best for Weaver's years as vice president in charge of television and as president. These early files contain significant correspondence and memos about the Robert Montgomery Show, Fibber McGee and Molly, Howdy Doody, Kukla, Fran and Ollie, The Kate Smith Show, and Saturday Night. Particularly well-documented are Weaver's relations with advertising firms, performers and their agents, and NBC executives. His part in pioneering the shift from single to multiple advertisers for TV programs, referred to as the “magazine concept,” is amply documented. The papers also reflect his involvement in performer contract negotiations, his role in NBC's expansion into color television, his development of NBC “spectaculars,” and his inquiries into NBC relations with motion picture companies. Unfortunately, the collection contains little documentation for one of Weaver's main accomplishments, the development of such notable television shows as Today, Home, and Tonight and nothing regarding his resignation from NBC. The papers include numerous letters to and from television performers, e.g. Fred Allen, Steve Allen, Milton Berle, Eddie Cantor, Dave Garroway, and Jerry Lester. There is also an extensive amount of correspondence with other NBC executives, especially Thomas McAvity, Joseph V. McConnell, Richard Pinkham, John F. Royal, Manie Sacks, David Sarnoff, Robert W. Sarnoff, Davidson Taylor, and Niles Trammell.

The papers date largely from his tenure as president and are composed of correspondence, memoranda, and occasional program reports. Although they primarily reflect the routine activities of the president's office, the papers include some material on the planning and organization of NBC's coverage of the 1952 election and the coronation of Queen Elizabeth II.

Brooks, William F. (1902-1975). Papers, 1950-19524 boxes (2.0 cubic feet) Papers of an NBC vice-president for public relations which document overall responsibility in this area. The papers consist of correspondence, memos, pamphlets, reports, speeches, clippings, scripts, and related material. In addition to material relating to this position, there is also a small amount of documentation regarding Brooks' earlier tenure as vice-president for new and special events. The bulk of the documentation relating to that period in his career, however, may be found with the news and special events files. The public relations papers are divided into three groups: SUBJECT FILES, DEPARTMENTAL FILES, and PROGRAM FILES. Responsibility for public relations is best evidenced by the many letters and speeches which Brooks prepared or reviewed for use by NBC executives and by correspondence and internal memoranda regarding public reaction to programs and other NBC activities. The most significant files are those on race relations, especially those concerning employment policies; on the broadcasting of the Kefauver Crime Commission hearings; on the news and special events, press and publicity, and public affairs departments; and on several programs. Files for Kukla, Fran, and Ollie, Victory at Sea, We, the People, and The Quick and the Dead are particularly interesting, as are those on American Forum of the Air and The Kate Smith Show which contain scripts. Other noteworthy material concerns NBC's 25th anniversary, the Voice of America (operated by NBC personnel), television broadcasting, and the mobile unit. Correspondence of significance from Tallulah Bankhead and Herbert Bayard Swope is to be found in their respective folders. NBC executives of prominence in the files are Henry Cassidy, Charles Denny, Sidney H. Eiges, William S. Hedges, Stockton Helffrich, John K. Herbert, Joseph V. McConnell, Joseph Meyers, John F. Royal, David Sarnoff, Edward Stanley, Davidson Taylor, Niles Trammell, and Fred Wile.

Broadcast Promotion Files, 1950-1956 2 boxes (1.4 cubic feet) : Files of the broadcast promotion department of the audience promotion division. Created in June 1955, this unit prepared spot announcements for network on-the-air and affiliated station promotion of programs. The files represent the combined files of several individuals: Frank Macaulay, Thaine Engle, Joe Cooke, Clyde Clem, and Dick Blake. They, along with others, were responsible for writing, producing, and scheduling network identification announcements and program advertisements of less than one minute in length. The bulk of the files are for the period 1954-1955, with a significant amount of material predating the creation of broadcast promotion. The papers divide into two alphabetically-arranged groups: SUBJECT FILES and PROGRAM FILES. The subject files contain internal memoranda, correspondence with affiliates and advertising agencies, advertising copy, exploitation reports, and a phonograph record. The program files consist largely of scripts for spot announcements, though some correspondence and scripts for One Touch of Venus, a musical comedy by S.J. Perelman and Ogden Nash, and a 1953 episode of Dragnet are also included. Fred Allen, Milton Berle, and Bob Hope are also represented in the files.

National Audience Promotion Division Files, 1950-1959 5 boxes (3.6 cubic feet) and microfilm (35 mm) : Files of the division whose function was to build audiences through on-the-air and local station promotion and through newspaper and magazine advertising. The division appears to have been loosely organized and to have undergone several organizational changes during the period 1953-1955. For example, from September 1953 to March 1954 television and radio audience promotion were separate departments within the division. In 1955, national audience promotion was divided into broadcast and audience (also called station) promotion units. Activities of national audience promotion included preparation of promotional kits for use by affiliates, encouragement of participation in cooperative newspaper advertising plans, and production of ads (both written and broadcast) for sponsored network programs. These files were merged from the offices of several individuals, particularly Clyde Clem, Manager of national audience promotion, and Thaine Engle, supervisor of national audience promotion; others include Raymond Johnson, John Hurlbut, John Porter, and Edwin Vane. The files are divided into four alphabetically-arranged groups: SUBJECT FILES, STATION FILES, PROGRAM FILES, and PROMOTION KITS. The bulk of the material is from the period 1953-1955, though a few of the subject files date from 1958 and 1959 and some promotion kits pertain to the 1952-1953 and 1957-1958 seasons. The subject files contain internal memoranda, correspondence with affiliates, reports on promotional campaigns, monthly and annual reports, financial records, and advertising estimates and layouts. Station files consist almost entirely of correspondence with station promotion managers. The program files contain memos, telegrams, correspondence, advertising copy, and reports for over fifty programs. Best documented of these are All Star Revue, Big Story, Bob Hope Show, Hallmark Hall of Fame, Medic, Meet the Press, Wide, Wide World, and Youth Wants to Know. There are promotion kits for such programs as Dragnet, Meet the Press, various daytime serials, and some news programs.

A small amount of material concerns his earlier duties as executive producer of Today and as vice-president in charge of the program department. The papers have been divided into two alphabetically arranged groups: SUBJECT FILES and PROGRAM FILES. Both groups consist of correspondence, memoranda, reports, and speeches. Some of the noteworthy program files are those for The Steve Allen Show, Today, Home, and Tonight. There is also significant representation of the work of several NBC executives and other personnel, including Kenneth Bilby, Sidney H. The papers have been divided into two groups; the first group is divided into alphabetically-arranged subject files and sales presentation kits and the second group into subject files and promotion files. The earlier papers chiefly concern preparation of sales kits; the later files reveal Porter's greater interest in the overall operation of the advertising department including his part in implementing significant budget cuts in 1957. Both sets of subject files contain correspondence and memoranda, reports on topics such as audience response, promotional campaigns, and advertising copy. The program files generally provide sparse coverage, the exception to this being those files for The Bob Hope Show, Queen for a Day, and Wagon Train. Among the NBC executives and personnel represented in Porter's papers are Kenneth Bilby, Thaine Engle, John K. Herbert, Ridgeway Hughes, Richard R. Pinkham, Robert W. Sarnoff, and Edwin Vane.

Eiges, was established in 1955 to increase the impact of program publicity by coordinating tie-ins with other commercial advertisers, obtaining assistance from schools in promoting educational and cultural programs, and developing specials events and campaigns for individual productions. Arranged alphabetically by program, the papers consist of plans, schedules, publicity releases, production information, advertising copy, memoranda, correspondence, bulletins, and other material relating to five programs.

Station Promotion Files, 1948-1957 3 boxes (1.8 cubic feet) and microfilm (35 mm) : Integrated files of the station promotion department of NBC's audience promotion and television affiliates. The bulk of the files are for 1955 and 1956 and are primarily from the offices of Raymond C. Johnson, manager of station promotion, and Clyde Clem and Thaine Engle, who preceded Johnson as supervisors of audience promotion before the creation of the department in 1955. The files contain correspondence, memos, promotional copy, photographs, speeches, questionnaires, schedules, reports, pamphlets, financial data, press releases, and related material and are divided into three groups: SUBJECT FILES, PROGRAM FILES, and PROMOTION KITS. Although the files generally concern routine operations, files on cooperative advertising between NBC and its affiliates, a spot advertisement estimator used for time sales, NBC's 30th anniversary, competition with other networks, and promotion of color are of special note. There are also interesting files for several programs including Bandstand, Cavalcade of Sports, The Lone Ranger, Monitor, and Weekday. Among the promotional kits are materials for Meet the Press, National Farm and Home Hour, and One Man's Family. There is a significant amount of correspondence with Kenneth Bilby, vice president for public relations.

A representative sample of daily ticket distribution logs has been retained. The work of William S. Hedges is well represented in Tintle's papers.
