Scope and Content Note: Additional HIRSP administrative records and records of various cost containment efforts for Medical Assistance clients, 1994-2000. Files document administrative services such as contracting with Blue Cross/Blue Shield of Wisconsin and EDS; reporting; and oversight of quality, rates, and costs. Documented medical assistance programs of BHCF include certification and quality assurance records for private HMO service providers, experiments with Preferred Provider Program networks, and managed care programs for emotionally disturbed youth in Milwaukee and Madison. There are also extensive records on iCare, a Milwaukee provider, even including samples of marketing literature approved by the bureau. Also documented is work on the creation of BadgerCare, a program to provide affordable health care to low-income working families.
