Scope and Content Note

The Marlin Schneider Papers consist largely of correspondence, together with committee records, a small quantity of constituent case files, and files of speeches and press releases. During his tenure in the legislature Schneider's office regularly transferred inactive files to the Archives; currently the collection is relatively complete for the period 1971-1982.

CORRESPONDENCE consists of letters, memoranda, and reports from constituents, advocacy groups, legislators, and state agencies. From 1971 through 1975 the correspondence was largely arranged as a chronological file. In 1975 the staff began an alphabetical subject file. File headings for this section are essentially those used in the legislative office, and the researcher should be prepared for some inconsistencies and the necessity of searching in several locations for material on similar topics. The correspondence covers a wide range of concerns which came before the legislature during the period Schneider was in office. Among these are abortion, collective bargaining for public employees, health care planning, insurance, taxation, and vocational education. Prominent correspondents include David Obey, Martin J. Schreiber, and various members of the leadership of the Democratic Caucus. Of special note are the files on the suit to which Schneider was a defendant which upheld the secrecy of party caucus meetings. Unfortunately there is no subject index to the early correspondence.

Although the segregated COMMITTEE RECORDS in the collection represent Schneider's leadership positions on several groups, they cannot be viewed as the official files of those committees' records. Included are the Joint Audit Committee, the Revenue Committee, the State Building Commission, and the Legislative Council's Mining Committee. The files includes minutes, hearing testimony and other materials relating to hearings, correspondence, and research material. Smaller, even less “official” files relating to legislative committees are included with the correspondence. The PRESS AND PUBLIC RELATIONS series contains an extensive file of news releases and “beepers,” although only a few newsletters. There are virtually no campaign files here, although there is some material used as background for campaigning under the heading “political devices” in the correspondence. CONSTITUENT PROBLEM FILES consist of alphabetically-arranged problems of various district constituents brought to Schneider's attention. There is also a file of general problems which did not require extensive attention. Perhaps the most interesting file is that pertaining to the Mid-Plains Telephone Company, which was not in Schneider's district.
