Scope and Content Note: The earliest program documented is the Health Insurance Risk Sharing Pool (HIRSP), begun in 1983 to insure individuals unable to obtain private insurance for health reasons. This program was not Medical Assistance, as it was underwritten by assessments on insurance companies doing business in Wisconsin. Initially limited to Dane and Milwaukee counties, HIRSP was expanded to include voluntary programs in other counties. The records include minutes of the board of governors, correspondence, audits, responses from individual HMOs, and studies and reports. The records document agency responsibilities for contracting for services with private firms such as Blue Cross Blue Shield of Wisconsin and EDS; setting rates; investigating grievances concerning service providers; and conducting audits, quality assessments, and contractual compliance studies. Other records document various cost containment efforts dating from 1995 to 2000 although managed care programs for medicaid clients date to 1984. These programs included contracting with private HMOs for AFDC and Healthy Start clients and with managed care programs such as iCare, a Milwaukee provider for individuals under 65 on SSI (supplemental security income) who were on medical assistance. In Madison they contracted with Children Come First (CCF), a managed care program for children with severe emotional disturbances; in Milwaukee they contracted a similar program, Wrap Around Milwaukee (WAM). Also included are records about the Preferred Provider Program (PPP) initiative. Other records document detailed planning for BadgerCare, a program to provide affordable health care for children and adults in low-income working families.

Scope and Content Note: Records of two programs supervised by the bureau that provided health care services to Medicaid and some Medicare clients. The majority of the files date from the period 1997-2001. Documenting the HMO program there are recertification files containing general information about each HMO and particularly its internal quality improvement programs. A few files in this section concern the general HMO program and studies of user satisfaction and self-report data. The remainder of the accession concerns the Wisconsin Partnership Program (WPP), a program that served a select population consisting of frail elderly and disabled individuals in their homes. A subgroup of the WPP population were served through the federal (Program of All-inclusive Care for the Elderly (PACE) program, which was funded by a grant from the Robert Wood Johnson Foundation. The WPP files document relations with WPP health care providers (particularly Community Care Organizations of Milwaukee and Elder Care of Dane County). About the oversight function the records include contracts, financial reports, information on rates, and narrative performance audits. Other records are administrative in nature and are not confidential. The records also contain extensive files on the development of administrative policies, determination of rates, and interaction with EDS. The videotape is a 1993 presentation about the PACE care model by Elder Care of Dane County. Three boxes of AHSI enrollment follow-up forms were not retained.
Access Restrictions: Denials of care (non-enrollment) by providers were reviewed by the bureau and these files contain detailed information about the medical conditions and living situations of the individuals in question. These files are boxed separately in Boxes 8 and 9 and are confidential.

Scope and Content Note: A documentary video, 1993, about the federal Program for All-Inclusive Care for the Elderly (PACE), a program which provided all-inclusive care for frail elderly people in their homes. The program was produced by ONLOK, the California model for PACE by Rose Productions, 1993. Community Care Organizations of Milwaukee (CCO) is mentioned as one of a few national programs then involved in replicating that model and one CCO leader speaks briefly. CCO was a health care provider for the Bureau.

Scope and Content Note: Files, 1994-2001, concerning several programs by which long term care was provided to Wisconsin's elderly and disabled, and a pilot project developed to include dental coverage in these plans. Included with the general files on local providers such as Community Care for the Elderly (Milwaukee) and Elderly Care of Dane County are files on the Wisconsin Partnership which provided care to a larger population. The local providers are documented by contracts, financial reports, numerous quality assessments, and information on rates. The Partnership is also documented by files on early program planning. One carton documents a dental care pilot project developed in conjunction with the Wisconsin Dental Association.

There are monthly reports of the HMO Enrollment Specialist Program which was the main point of contact for clients enrolling in Medicaid or BadgerCare HMO. Also included are final reports of the Special Care imitative, a three year research and demonstration program of the coordinated medical and social services for SSI-disabled Medicaid recipients in Milwaukee County, the goal of the program was to improve the quality of care available and to reduce the cost of providing care. Records of Children Come First relate to rate setting for mental health services.
