Wisconsin. Department of Administration. State Bureau of Program Management: Subject File, 1959-1981

Biography/History

This office was created as the Bureau of Management in the Department of Administration in 1959. The Bureau of Management was tasked with a variety of key responsibilities in the area of improving the management of state government operations. It was responsible for budget preparation and analysis, organization and management analysis, space utilization and assignment, systems and administrative procedures analysis and implementation, and records management. In 1965, the records and forms management responsibilities of the Bureau were reassigned to the Bureau of Systems and Data Processing, and in 1967 the entire Bureau was re-designated as the State Bureau of Budget and Management. It then assumed many of the duties of the abolished Department of Budget and Accounts. In March 1971, it merged with the Bureau of State Planning to form a new Bureau of Planning and Budget. In 1975, a further reorganization of the Department of Administration created an Executive Services Division whose functions included program analysis, controllership duties, and general services. This division incorporated all the functions of the former Bureau of Planning and Budget. These were administratively divided into the State Bureau of Program Management, the State Bureau of Financial Operations, the State Budget Office, and the State Planning Office. In 1979, the State Bureau of Program Management was elevated to the division level and renamed as the Division of State Finance and Program Management.
