Scope and Content Note

The first folder in Box 1 of this collection contains seven documents which provide a fuller description of the project. This folder, unlike the rest of the collection, is not restricted.

The files in this collection consist of “Contact Sheets” prepared by program counselors for individual veterans. These contact sheets describe the nature of the difficulties the veteran was experiencing and the assistance provided by the counselor. All counselors in the program were themselves veterans of the Vietnam era and worked as Limited Term Employees or as CETA (Comprehensive Employment and Training Act) employees.

When these files were received from the Department of Veterans Affairs, they were in total disarray--unfoldered and thrown into boxes. In order to make them more useable, only typewritten materials were retained--approximately ten percent of the total. The materials were placed in folders alphabetically, but no other attempt was made to organize them. The sample retained, therefore, is skewed toward the files kept by those individual counselors who typed their reports. Within that sample, however, there remain the full range of problems addressed by the program.
