Scope and Content Note: Papers, 1991-1997, of the secretary including correspondence, speeches, and rules. The correspondence consists of exchanges with departmental staff, other state agencies, legislators, the governor, various committees and professional organizations, and with others. Some studies and quarterly reports by the department are also included. Also included is controlled correspondence from constituents, legislators, and others that was answered for the secretary by departmental staff. Controlled correspondence forwarded to the governor's office and non-policy mail has been removed. The speeches consist of drafts, outlines, background papers, primarily 1991-1994, and an inventory, 1991-1993. The rule revision files, 1994-1995, are not the department's official files. Instead, they contain the secretary's correspondence with legislators and summaries of the department's response to public input, but no original constituent correspondence, public hearing material, or legal counsel review documents. Additional material that duplicated the Clearinghouse Rules jackets (Series 2027) has been removed.
