Scope and Content Note

Moody's papers document his career as a Democratic Congressman representing Wisconsin in the U.S. House of Representatives from 1983 to 1992. They have been arranged into five series: OFFICE FILES, CORRESPONDENCE FILES, LEGISLATIVE FILES, SPEECHES AND TALKING POINTS, and PHOTOGRAPHS.

The OFFICE FILES include schedules, calendars, staff meeting agendas, research for meetings, and travel itineraries for international trips. The schedules and calendars comprise the bulk of the series and document most of his time in office, outlining appointments, meetings, events, and activities Moody was set to take part in.

The CORRESPONDENCE FILES include personal correspondence, “robo” correspondence (mostly response form letters), mail reports outlining incoming correspondence by topic, newsletters, and outreach mailings. Documented are Moody's special interests, communication with constituents (mostly outgoing), as well as correspondence of a more personal nature exchanged with other members of Congress and persons of his acquaintance.

The LEGISLATIVE FILES make up the bulk of Moody's papers and have been grouped into eight subseries: Legislative Activities, Dear Colleague Letters, Debra S. Curtis Files, Johnathan Miller Files, Catherine L. Haberland Files, Ahmad Files, Alan P. Zepp Files, and Samuel F. Stephenson Files. With the exception of Legislative Activities and a set of Dear Colleague Letters, files have been kept arranged under the names of the staff members that most recently maintained them. There may be some overlap in the files kept by the various staff members.

Legislative Activities include Democratic Study Group Daily Reports and Legislative Reports with annotations, legislative profiles, voting record, vote studies, staff retreat reports, cosponsored bills, and co-signed letters.

Dear Colleague Letters include letters received and co-signed by Moody during the 101st and 102nd Congress. Letters were filed by year and thereunder by subject. Other dear colleague letters may be found interfiled with materials collected by staff members.

Materials within six staff member subseries are mostly arranged alphabetically by subject and include committee and subcommittee files, hearing files, informational files, bill files, dear colleague letters, bills cosponsored, and letters co-signed. Represented is his work with the Interior and Insular Affairs Committee, Public Works and Transportation Committee, Ways and Means Committee, and associated subcommittees as well as his involvement with U.S.-Soviet Strategic Arms Reduction Talks, the Congressional Roundtable on U.S.-Soviet Relations, the Congressional Coalition on Population and Development, Budget Task Force Group. Major subjects documented are aging, agriculture, animal rights, budget planning, business and economics, defense, energy, environmental issues, foreign affairs, health care, labor, minority rights, population, taxes, trade, transportation, veterans' affairs, and welfare.

The SPEECHES AND TALKING POINTS include transcripts and notes for speeches and talks given by Moody during conferences, meetings, and other public appearances. These files were compiled primarily during the 101st and 102nd Congress and are arranged chronologically, 1989 January-1990 July, or by subject, mainly 1990-1992. Documented are Moody's positions on issues relating to: aging, agriculture, budget planning, business and economics, Earth Day, environmental issues, foreign affairs, health care, insurance, labor, taxes, trade, and women's rights.

The PHOTOGRAPHS include a selection of portraits and candid shots of Moody; Moody with VIPs, political figures, and constituents; and moments captured at various hearings and events. Also documented are images of various members of Moody's staff.
