Scope and Content Note

Papers, 1970-1993, of Les Aspin, documenting his career in Congress through mailings, press and writings, schedules, weekly staff briefings, voting records and legislative profiles, campaign-related materials (including photographs and videorecordings), and press releases. Also present are project files which include constituent correspondence, subject files, and briefing books with documentation related to the Chrysler plant closing and other economic issues in Kenosha, Beloit, Janesville, and Racine.

The mailings are divided into two groups: “Wisconsin mailings” and “Defense mailings.” These were sent to constituents routinely to keep them up-to-date on Aspin's position on issues and on his activities. Also included are “Dear Colleague” letters sent to other congressmen to gain support for proposed legislation. These letters generally give some background and reasoning for Aspin's stance on the topic.

The press and writings files include articles both by and about Aspin related to a variety of topics, but particularly on defense issues. The files also include drafts, notes, and published speeches and statements delivered by Aspin.

The schedules include Aspin's calendars and weekly itineraries produced by staff, as well as telephone call lists, memos, and invitations.

The weekly staff briefings provide chronological information about staff and office activities, status of projects, statistical analyses of constituent mail, and constituent requests. These reports reveal the goals of the projects, the background on how and why Aspin's office became involved, and “who said what” (including other legislators and local Wisconsin officials and contacts).

Voting records and legislative profiles are chronological by session, with a separate box dealing with the bills Aspin co-sponsored. These include voting statistics from the House Clerk's office, correspondence, memoranda, and copies of bills.

The campaign files include interest group ratings and news clippings, in addition to Aspin's own campaign literature and memorabilia (bumper stickers, small posters, photographs of offices, volunteers, and events).

Project files and district project files include meeting notes and correspondence on topics of both local and national import (primarily defense). Many of the files deal with economic development in the Racine/Kenosha area and federal funding in the form of Trade Adjustment Assistance, most significantly the aftermath of the closing of the Chrysler plant in 1987-1988. Also of interest are lengthy memoranda by aides detailing meetings with constituents about local issues, 1977-1978.

The series of press releases is very complete, covering Aspin's congressional career from the beginning. His staff had them divided into two subseries, “general” and “defense” and chronological thereunder. This material is available only on microfilm.

Videorecordings date from around mid to late 1980s, and nearly all television news programs on which Aspin appeared. Many are unlabeled or incompletely described and are in multiple formats.

Scope and Content Note: Additions, 1960-1995, include campaign materials (1970-1994), clippings (1971-1992) and office files from Aspin's career in Congress as well as his tenure as Secretary of Defense under President Clinton. Some files were designated as Historical Files by Aspin's staff and remain a separate series. Also documented are the Aspin Procurement Institute (API) and Aspin's post-resignation activities. Included are family photographs, but the majority of photographs document Aspin's political career. The best photographic documentation of Aspin as Secretary of Defense can be found in the Secretary of Defense scrapbooks. Videotapes document campaign commercials, television appearances, and speeches. The audio portion includes extensive campaign radio spots as well as interviews.
