The majority of the images are arranged alphabetically by community name. These photographs cover A-P only. A few subject categories are interspersed among the municipal names. For each municipality the images are generally grouped as industrial waste, sewage treatment, and water supply images. Subtopics that appeared on the original folders are indicated in the contents list by letters of the alphabet.
