Union membership in chain stores was strong enough by 1934 to seek union recognition. Because the Wagner Act not yet enacted, often had to resort to strike because no provisions for recognition by elections. When the union struck A & P, company closed store meat departments and leased them to market managers or other meat cutters as concessions. Kroger closed all of its stores in Milwaukee and Waukesha.
