Scope and Content Note

The Original Collection includes three formats: microfilm records, paper records, and films. Official records which the Foreign Policy Association did not wish to release, were microfilmed in 1966 at the New York Public Library on behalf of the State Historical Society of Wisconsin. These are organized in five series: Board and Executive Committee Minutes, Executive Committee and Annual Meeting Reports, Correspondence and Reports Concerning Special Conferences, Office Reports, and Miscellaneous Items. Related material can be found in the paper records' Internal Organization Materials series.

By far the greatest amount of material is on paper and covers the period from 1948 to 1962. The paper records are organized in five additional series: Community Files, 1938-1962; National Organization Files, 1920-1960; Internal Organization Materials, 1927-1963; National Programs, 1933-1962; and Reports, Press Releases, and Publications, 1943-1966.

COMMUNITY FILES, 1938-1962, consists of files concerning the local world affairs councils. There are three types of materials: (1) correspondence between the FPA and the local groups, (2) field reports made by FPA staff members concerning the local groups, and (3) printed matter from the local groups.

Most is routine correspondence, with much about speaker arrangements. The field reports, however, are much more pointed and informational. The files are most complete from about 1950 to 1958, and those for which there is more material than average concern groups based in Los Angeles, Chicago, Cleveland, and Providence. The final two folders in this series are labeled “Foreign.”

This series is arranged alphabetically by state, and by city within each state. Internally, the folders are arranged chronologically.

NATIONAL ORGANIZATION FILES, 1920-1960, consists of materials kept by the national FPA concerning other groups of national importance, of which most are independent organizations although a few are government agencies or businesses. Correspondence between the FPA and these groups predominates. There is information about joint programs, as well as some printed materials relevant to the groups.

The files are arranged alphabetically by name of the organization concerned. The internal order of each folder is chronological.

INTERNAL ORGANIZATION MATERIALS, 1927-1963, consists of correspondence, financial records, office memoranda and reports, meeting agendas, etc. of the Foreign Policy Association, and concerns the internal operation of the national office, and its relation to regional and branch offices. The material is divided into four subgroups: FPA Departments and Committees, FPA Officers and Directors, FPA Sub-Divisions, and Miscellaneous.

NATIONAL PROGRAMS, 1933-1962, is divided into the following subgroups: New York - Speeches, which consists of Minutes and transcripts of both luncheon discussions and annual meetings from 1927 to 1946, often featuring a prominent speaker (materials are bound in notebooks and arranged chronologically); Town Hall Missions, which deals with three tours of the United States by representatives of foreign countries who lectured, gave interviews, and “created good will,” 1949-1956 (the tours were co-sponsored by the FPA and Town Hall, Inc.); Community Awards, in which chronologically arranged material, 1954-1957, consists of correspondence, memoranda, clippings, announcements, and applications, concerning cash prizes given to local councils for outstanding or unique programs; “Decisions”; and “Great Decisions”. Materials in these last two subgroups concern a program, begun in 1955, centering on approximately eight topics of current interest and controversy. Information and kits relating to these topics were provided by the FPA to discussion leaders of groups, including schools.

REPORTS, PRESS RELEASES, AND PUBLICATIONS, 1943-1966, consists of clipsheets, newsletters, annual reports, and other publicity-related materials.

The two FILMS comprise the final series. They contain a David Brinkley TV broadcast about “Great Decisions,” and an interview with former Congressman Frank Coffin.
