Scope and Content Note

The majority of these papers focus on Reuss' congressional activities and his involvement in community affairs of the Fifth Congressional District. Also included is a small quantity of material concerning Reuss' personal affairs and family history dating from 1839 through 1982, and a small quantity of audiovisual materials documenting speeches, interviews, and announcements made by Reuss.

The collection contains numerous files dealing with banking and financial policy, civil rights and discrimination, conservation and the environment, economics and monetary policy, transportation and urban renewal, and foreign affairs and the Vietnam War, to name a few. Researchers should be aware that files related to a particular topic may be located throughout the collection under various folder titles. For example, a search for files related to civil rights and African Americans would reveal materials on the following issues and organizations:

The papers are arranged in two series of paper records: the Milwaukee Office Records Series, which include the records of Reuss' field office in Milwaukee; and the Washington Office Records Series, which contain the greater part of the collection and consist of the records of his congressional office in Washington, D.C. The Milwaukee Office Records Series document the activities of Reuss' field office representatives, and the Washington Office Records Series document the activities of Reuss and his congressional office staff. Each series is arranged to reflect as closely as possible the original organization of the files by Reuss' office staff. There is little duplication of material between the Washington and Milwaukee offices. Although material dealing with the same subject can be found in both series, the operations and records of the two offices were kept separate.

A third series titled Media Files consists of tape and disc recordings, a film, and videotapes.

Milwaukee Office Records Series

The Milwaukee Office Records Series consist of 16 cubic feet of records produced by Reuss' Milwaukee field office. Most of the records in this series were created by Michael J. Brady and Richard K. Sykes, staff members of the field office. The series includes some correspondence between Reuss and the field staff, but overall there is little material produced by Reuss himself. The majority of these records were created between 1976 and 1982, though some documentation exists from Reuss' early political career in the 1950s. There is little material dating from the 1960s in this series.

The Milwaukee office papers are arranged in four categories: Biographical and Family History Files, Subject Files, Project Files, and Public Relations Files. In general, the file folders are titled by personal name, name of office or organization, or topic.

The Biographical and Family History Files (Boxes 1-3) contain personal material concerning Henry Reuss and the Reuss Family, including genealogical materials; family photographs; notes and certificates from Reuss' college years in the 1930s; and campaign and political materials which document the launching of Reuss' political career in the 1950s. Most of the material in this category dates between the years 1930 and 1960, though some of the Reuss family genealogical materials date to 1839.

The Subject Files, 1949-1982 (Boxes 4-14) make up the bulk of the Milwaukee Office materials and contain files on a wide range of topics and organizations, mainly for general reference use by the office staff. Files in boxes 6-14 are arranged alphabetically by folder title. Of particular interest are the files dealing with Senator Joseph McCarthy and Charles Kersten, the Republican Fifth Congressional District Representative replaced by Reuss in 1954, and the speech topics files, which illustrate Reuss' early political inclinations. The majority of these materials are found in Boxes 4-5. (The files in Boxes 4-5 are in random order.)

The Subject Files also document community affairs of the Fifth Congressional District, which incorporates the northern portion of Milwaukee. The majority of these materials are found in boxes 6-14. The files provide information concerning various groups and organizations, including business groups, such as the Green Bay Avenue Business Community Association; community groups, such as the Capitol Heights Community Affairs Council and the Walnut Area Improvement Council; corporations, such as A.O. Smith and Allis-Chalmers; educational groups, such as the Coalition for Alternatives in Education and the Coalition for Peaceful Schools; ethnic groups, such as the Council for the Spanish Speaking and the Milwaukee Indian Health Board; housing groups, such as the East Side Housing Action Coalition and the Milwaukee Metropolitan Fair Housing Council; political groups, such as the Coalition to Aid Nicaraguan Democracy and the Mobilization for Survival; and urban redevelopment associations and corporations, such as the Milwaukee Associates in Urban Development and the Walker's Point Development Corporation. Though many of these groups are not comprehensively documented, the subject files provide a cross-section of community action and affairs in Milwaukee, especially in the 1970s.

The Project Files, 1966-1982 (Boxes 14-17) are arranged alphabetically by project, and alphabetically by file folder title within each project. The files provide significant documentation regarding redevelopment of the Park Freeway corridor on Milwaukee's west side, from the roots of opposition to the completion of the freeway in the late 1960s to the redevelopment in the 1970s of the areas that were cleared to make way for freeway construction. The Park Freeway project files fall into three groups: the Park Freeway West files, which document opposition to the freeway, the return of federal funds slated for its construction, and initial planning for redevelopment; the Park West files, which document community involvement in opposing the freeway and in support of redevelopment; and the Park West Redevelopment Task Force files, which document the formation of the task force, its role in redeveloping the Park West corridor, and the involvement of Reuss' representatives with the Task Force.

The Project Files also document Reuss' interest in and involvement with mass transit issues, and his efforts to secure a new federal office building for Milwaukee. Included are the files of the Commuter Rail Project, an effort to reduce Milwaukee's reliance on automobile transportation through improved rail transit. Also included are the Federal Office Building files, which document Reuss' efforts to help revitalize Milwaukee's downtown area through federal construction projects.

The Public Relations Files, 1968-1982 (Boxes 17-19) are arranged alphabetically by folder title. The files document Reuss' political activities in Wisconsin, the campaign activities of Reuss and his field office representatives, and messages directed to the Milwaukee field office by constituents of the Fifth Congressional District. This category includes files on the Democratic Party of Wisconsin; campaign materials, including a file on the activities of Lyndon LaRouche supporters in Milwaukee in 1980; media releases; schedules of Reuss' public appearances; and extensive files of constituent communications forwarded to Reuss' Washington office via telecopier.

Washington Office Records Series

The Washington Office Records Series consist of 71 cubic feet of records created by Reuss and his Washington office staff during Reuss' tenure in Congress from 1955 through 1982. The records consist of campaign files, correspondence, drafts of legislation and speeches, drafts of articles and other publications, internal memoranda, project files, publicity files, research files, and reports and studies. The Washington office papers are arranged in two categories: Subject Files and Public Relations Files. In general, the file folders are titled by personal name, name of office or organization, or topic.

The Subject Files, 1954-1982 (primarily Boxes 23-76) contain correspondence, drafts, memoranda, reports, and research material which document Reuss' legislative activities, including legislation initiated by or supported by Reuss. The subject files reflect Reuss' long term commitment to issues on local, state, national, and international levels.

Materials in Boxes 23-38 consist mainly of files created during the years 1955-1965. These generally are arranged alphabetically by committee or topic, and chronologically within groups of files dealing with a particular committee or topic. Materials in Boxes 39-76 consist mainly of files created during the years 1960-1982. These generally are arranged chronologically by congressional session. The subject files do not adhere to a strict alphabetical or chronological organization, as Reuss' staff often retrieved inactive files from storage and interfiled these materials with the files of a current congressional session.

As the Fifth Congressional District incorporated the northern half of the Milwaukee metropolitan area, Reuss became involved in the major issues that affected this region. The subject files address various urban concerns and organizations, including urban renewal (involving the Park West Redevelopment Task Force and the Northside Community Neighborhood Conservation Corporation); transportation (including urban mass transit and regional airports); federal building projects (such as the Reuss Plaza office building in downtown Milwaukee); and pollution (including the Milwaukee River and harbor area). Also included are informational files on various urban community groups concerned with housing, education, and health issues.

Reuss also addressed himself and his staff to issues and projects affecting the state as a whole. Areas of primary importance include agriculture (including dairy products and farm drainage), and conservation, especially the Ice Age Trail and National Scientific Reserve, which Reuss lobbied for many years to establish. Reuss' staff played a major role in laying out the trail and obtaining rights of way.

The subject files document Reuss' involvement in national affairs. Topics and organizations of particular interest to Reuss on the national level include agriculture; air transportation; banking, economics, and monetary policy; civil rights; conservation; Democratic Party affairs; discrimination; education; energy (especially alternative energy resources); ethnic groups; government operations; government reform (including work on the establishment of a federal ombudsman, decentralization of the federal government, and reform of the House Un-American Activities Committee); health; housing; labor; pollution (especially legislation dealing with detergent pollution); right wing organizations and political figures (such as the John Birch Society and Lyndon LaRouche); and taxation and tax reform. Also included are files which document the House Banking Committee's investigation of the financial activities of the Committee to Reelect the President (CREEP) during the Watergate scandal.

In addition, the subject files provide background information regarding Reuss' committee service, including the Committee on Banking and Currency, the Committee on Government Operations, the Joint Economic Committee, and various subcommittees. These are not official committee files, however, and researchers seeking complete information regarding a particular committee should inspect congressional committee files housed at the National Archives and Records Administration.

The Public Relations Files, 1954-1982 (primarily Boxes 20-23, 76-89) contain two file groups. The first group, located in Boxes 20-23, consist mainly of materials related to publications by Reuss, Ice Age Trail project files, and speech materials. The second group, located in Boxes 76-89, consist mainly of individual voting records, publicity files, travel files, campaign files, and newsletters and press releases. Many of the files in this group are complete and cover Reuss' entire tenure in Congress.

In general, the public relations files contain materials which Reuss and his staff used to communicate with the congressman's constituents and the general public. The files contain literary materials and publications, including magazine articles, and manuscripts and drafts of books Reuss published, such as The Critical Decade and Revenue Sharing. Files related to the Ice Age National Scientific Reserve and Trail include publications, proposals, studies, maps, and trail construction records. The public relations files also contain speech materials (including drafts of speeches on general topics); Reuss' individual voting records, listed by congressional session (1955-1982); travel files (concerning both domestic and foreign trips); campaign materials (including correspondence, speech manuscripts, political endorsements, campaign contributions, and campaign scrapbooks); grant announcements; a complete run of newsletters (1954-1982); and a complete run of press releases (1954-1982).

Media Files, 1959-1982

The Reuss papers contain a small quantity of audiovisual materials, including 34 tape recordings, one film, six videotapes, and seven audio discs. These materials consist of speeches, interviews, and announcements made by Reuss. Appearing with Reuss in the sound recordings are President Gerald Ford, and journalists Bob Edwards, Robert Pierpont, and Hobart Rowan.

The sound recordings are subdivided by genre, including speeches, interviews, memoranda and statements, miscellany, and "beepers" (short statements recorded for replay by radio stations). Because of their brevity, the beepers are grouped by subject and date, and are located on 1074A/34.

The physical arrangement of the collection reflects as closely as possible the original file organization maintained by Reuss' office staff. As a result, the collection is not arranged in a consistent alphabetical or chronological sequence. The contents list below reflects the categories described above. In addition, the list contains cross references to pertinent individuals, organizations, and topics. For example: ELF Project [See "Project Sanguine"] or Agriculture [See also "Dairy Products"] The See references provide the proper folder title to examine, usually for organizations identified only by their acronyms. The See also references identify folders in several locations in the collection that relate to a common topic. The See also references are intended to help researchers find other major headings. However, they do not provide access to every possible related folder. Researchers should look under the specific name of an individual, organization, or office, as well as potential topical headings.
