James L. Baughman Papers, 1985-1992

Scope and Content Note

During Baughman's tenure, the major issues investigated by the Wisconsin Advisory Committee included Indian treaty rights, Milwaukee School desegregation, civil rights issues connected with the Jeffrey Dahmer killings, and civil and state hiring practices. Except for the Dahmer case, the issues were the focus of forums, documented by transcripts and testimonies. Project files also include background papers, resource materials, proposals, correspondence, minutes of meetings, Baughman's notes of meetings and phone calls, and clippings. There are also files concerning the alleged degradation of the USCCR by the Reagan administration and the effect of budget cuts on the state committees.
