Scope and Content Note: This series documents the New Communities project, the goals of which were to develop means for relieving overcrowded conditions of the central city, improve the quality of life, promote viability of inter-ethnic, inter-class living, develop an institutional framework on the local level responsive to people's needs, and develop a model for achieving these goals. Found throughout the files are occasional notes in Paulson's hand, explaining the significance in retrospect.
