Papers of an FCC commissioner (1962-1963) and chairman (1963-1966), who succeeded and carried on the policies and practices of Newton N. Minow. Correspondence, which dates primarily from Henry's tenure on the FCC, comprises 76 boxes and includes letters, memoranda, reports, working papers, speech drafts, and transcripts of testimony. The bulk of the correspondence is to or from individuals, organizations, and companies in broadcasting and the communications industry rather than the public at large. Well represented topics include regulation of cable television, the FCC's “fairness doctrine,” attempts to regulate television commercials, the Communications Satellite Corporation, limitations on multiple station ownership, network programming for local stations, AT&T, and the internal operation of the commission. The remainder of the collection is composed of final drafts of speeches, a film and tapes of several of these speeches and interviews, speeches by other individuals concerning mass communications, and five boxes of reference clippings.
