Included are correspondence, memoranda and e-mail, reports, and financial and background information on child support programs, food stamps, and sources of federal funding such as the AFDC and TANF programs. The shift to the W-2 (Wisconsin Works) welfare reform program during this period is documented in detail with files on planning and implementation, contract monitoring and audits, and relations with private agency providers in Milwaukee and with county administrators elsewhere in Wisconsin. There are also extensive files on the internal operations of the various bureaus of the division, and its relationship with other divisions in the department and with the secretary of the Department of Workforce Development, as well as with numerous state legislators and policy makers. Additional materials pertain to the role of information technology in the implementation and management of welfare reform. Documentation is particularly extensive on the reorganization that followed the merger of the former Division of Workforce Excellence and the Division of Economic Support.

In this capacity she participated in the department's drafting of the W-2 legislation (AB 519). Her files are of high quality and include numerous drafts and revisions as AB 519 passed from the Legislative Reference Bureau to the department and to the Joint Finance Committee. Subsequently she participated in crafting federal waiver requests and supplementary rules necessary for full implementation of W-2. Includes background newspaper clippings about W-2 and issues surrounding welfare recipients, the RFP sent to private businesses interested in participating in W-2, and information about the investigation into Employment Solutions Inc. of Milwaukee. Also found is information on W-2 policy issues including the termination of individuals from the program, self employment, income limits, residency requirements, and use of W-2 money. There is a small amount of documentation about the pilot W-2 project in Fond du Lac and Pierce Counties.

Included is information on Wisconsin's pre-W-2 welfare program including the 99 Plan, Work Not Welfare, Pay for Performance, and the Two Tier System. There are planning files, information on federal funds waivers, speeches about W-2, and program brochures. Subject files pertain to welfare issues in general, including parenting, Hmong services, AFDC, benefit structures, child support, and joblessness. There is limited information on W-2 contracts issued for the second fiscal year of the program and the role of Division of Economic Support in W-2. Several conferences where W-2 was evaluated are included as is information on federal welfare reform.
