The Jack D. Steinhilber Papers consist of constituent correspondence about issues and pending legislation, subject files, and material on several committee assignments. The LEGISLATIVE BILL FILES contain copies of bills, related correspondence, and notes arranged by session and by bill number. The SUBJECT FILE consists of reference material, constituent correspondence, and notes related to a variety of subjects of state interest. Many of the files pertain to financial concerns such as the state budget, taxes, and tax sharing. These are arranged by session and alphabetically thereunder.
The COMMITTEE FILES, unlike the above material, are of uncertain provenance, having been transferred to the Archives in 1977 with the papers of F. James Sensenbrenner. It is conjectured that the papers of the two senators may have been in storage in the Capitol, and that they were inadvertently confused by legislative staff prior to transfer to the Society. Included are files on several Senate committee assignments. Best are the files on the Legislative Council's Advisory Committee on Court Reorganization which includes summary minutes, correspondence, research memoranda, unintroduced bills, and public statements on the election of federal judges made by Steinhilber. The files on the Special Committee on Criminal Penalties are similar in kind although smaller in volume. The Urban Affairs Committee files include testimony, correspondence, and clippings regarding the proposed closing of the reformatory at Green Bay.
