Scope and Content Note: Gar Alperovitz joined Nelson's staff in 1963 as legislative director and left in 1966. The material in this series includes information on civil rights, national defense, and poverty (with Bill Spring, 1963-1966) with particular emphasis on the Mississippi Freedom Democratic Party's (MFDP) attempt to gain seats at the 1964 Democratic National Convention in Atlantic City, including information on the participation of Student Nonviolent Coordinating Committee (SNCC) in the MFDP effort. Also included is information on the draft and Nelson's position on Vietnam and Nelson's interest in poverty, including notes for a book proposal on poverty. Scope and Content Note: Mark Barbash (1973-1978) was employed as a research assistant (1973) and a legislative assistant (1974) in Nelson's D.C. office before moving to the district office in Milwaukee to take charge of Special Projects (casework) (1975-1978). The records in this subseries primarily document the Menominee Restoration Act of 1973 and general Indian affairs. Included is correspondence with Ada Deer, DRUMS, Menominee Enterprises, Incorporated, and other parties interested in restoration; draft legislation; background information; notes; and memos. Also present are case files related to Federal funding for projects. Remaining files provide information on the Upper Great Lakes Regional Commission, transportation, disasters, budget effects, and economic development as they pertain to Wisconsin.

Scope and Content Note: Bill Bechtel served as an administrative assistant from 1964 to 1969. The material found in this subseries was identified in the original inventory as either legislative correspondence or legislation for the 88th Congress (1963-1964), but some files extend beyond 1964. None of the material was identified as Bechtel's, but evidence of his involvement is represented in the files along with other staff members. Since the office's early filing system was incongruent with succeeding systems and distinction between types of files was not clear, the files identified as 88th Congress were brought together as a central file under Bechtel. Many of the files are clearly correspondence files and others subject files, but no attempt was made to organize them as such; all files are listed alphabetically. The material created and compiled by various staff members documents a wide range of subjects for the years 1963-1968 and related material can be found under Gar Alperovitz, Roger Blobaum, William Spring, Tom Bennett, and William Cherkasky. Bechtel's administrative files are listed under OFFICE MANAGEMENT. Legislative correspondence from 1965 onward is filed in the CONSTITUENT SERVICES series.

Scope and Content Note: Roger Blobaum (1963-1967) worked as press secretary and as a specialist on agriculture and farming. Most of his files pertain to farming and conservation. Of particular interest are the files on tourist blight (Nelson's effort to put restrictions on an overabundance of advertising in Door County, 1965-1966) and farm auctions (concerning dairy income for farmers, 1966). There is some overlap in files belonging to Blobaum, Spring, and Bennett.

Subseries: Cherkasky, William
Scope and Content Note: Bill Cherkasky was legislative director (1967-1969) and an administrative assistant (1971-1974) and was responsible for legislation related to many topics. He was also responsible for office and staff administration. As such, Cherkasky's files are organized by his position and his materials are dispersed throughout the collection. Present in this subseries are “early” files from his time as legislative director and “later” files from his time as administrative assistant. The earlier files relate mainly to tax issues. The later files contain background on Nelson's legislation and his interests. The files are more referential containing background material, copies of speeches and statements, press releases, and miscellaneous correspondence. These later files, subject and correspondence, are remnants of some larger filing system which is not present here in its totality. Cherkasky's office management files are within the OFFICE MANAGEMENT series; he also maintained Nelson's drug hearings files (found with the COMMITTEE FILES) and his financial records which form a separate series.
