Philip G. Marshall Papers, 1946-1978

Scope and Content Note

The Philip Marshall papers consist almost entirely of arbitration case files covering the 1960's and 1970's. The chief exception to this time coverage are files of reports of proceedings, exhibits, and post hearing statements presented to a fact finding panel of the Department of Labor which Marshall headed during the mid-1940's concerning the International Harvester Company and the United Farm Equipment and Metal Workers of America-CIO Local 104.

The collection contains virtually no personal information about Marshall and the papers are chiefly useful for research concerning arbitration in general or the particular businesses or public employees involved. The arbitration files, which are arranged alphabetically by plaintiff, include briefs, correspondence, notes, memoranda, grievance forms, statements, rulings, and other legal records, and they represent cases assigned by the Wisconsin Employment Relations Commission, the American Arbitration Association, and the Federal Mediation Conciliation Service. In addition to industrial firms, the cases include a large number of Wisconsin municipalities and school districts and their employees. None of the individual files, with the exception of the International Harvester investigation, contain large quantities of documentation.
