Records including correspondence, memoranda from state headquarters, and many lists of men prepared by the local board. There are also a few records of the Council of Defense and the Liberty Loan Committee. County draft boards registered eligible men and administered the draft under state legislation of May 9, 1917, and federal legislation passed May 18, 1917. Wisconsin used the regular election machinery for the first registration, June 5, 1917. All registrants received serial numbers. A lottery held July 20, 1917 determined the order of call up. Local boards supervised registrations, classified registrants, filled quotas for draftees, and sent men off to training camps. There was also a system of district appeal boards and local legal and medical advisory boards appointed by the Governor. English
