Scope and Content Note: Files of the division administrator, 1970-2003 (mainly 1998-2000). Included are correspondence, memoranda and e-mail, reports, and financial and background information on child support programs, food stamps, and sources of federal funding such as the AFDC and TANF programs. The shift to the W-2 (Wisconsin Works) welfare reform program during this period is documented in detail with files on planning and implementation, contract monitoring and audits, and relations with private agency providers in Milwaukee and with county administrators elsewhere in Wisconsin. There are also extensive files on the internal operations of the various bureaus of the division, and its relationship with other divisions in the department and with the secretary of the Department of Workforce Development, as well as with numerous state legislators and policy makers. Additional materials pertain to the role of information technology in the implementation and management of welfare reform. Documentation is particularly extensive on the reorganization that followed the merger of the former Division of Workforce Excellence and the Division of Economic Support.

Scope and Content Note: Policy files, 1990-2004, of Dianne Reynolds, legislative liaison for the Division of Economic Support first as part of the Department of Health and Family Services and later as part of the Department of Workforce Development. In this capacity she participated in the department's drafting of the W-2 legislation (AB 519). Her files are of high quality and include numerous drafts and revisions as AB 519 passed from the Legislative Reference Bureau to the department and to the Joint Finance Committee. Subsequently she participated in crafting federal waiver requests and supplementary rules necessary for full implementation of W-2. The series consists of extensive legislation and rule drafts, internal e-mails and correspondence, notes on meetings, and clippings. Includes 2007/078.

The BWI files, which may duplicate in part the division subject files series, were received disordered and unfoldered. In the Archives they were arranged to facilitate access to the policy memoranda, federal correspondence, and reports. There are no separate files for any other bureaus in the division. Scope and Content Note: Records, 1998-2004, related to Welfare to Work programs in Milwaukee, Wisconsin. Records in this accession document the administration of these programs, and do not contain information documenting the experience of program recipients. The 1998 and 1999 Welfare to Work formula development and monitoring are documented through plans and correspondence. The Milwaukee Jobs Initative program worked with the Wisconsin Regional Training Partnership to help low income Milwaukee residents find employment. The NABVets material documents the Parents Assuming Responsibility (PAR) program, a community based program to help non-custodial parents find employment through monitoring and correspondence.
