Abstract:
Files containing applications and supporting documentation for business firms seeking certification and annual recertification as a Disadvantaged Business Enterprise (DBE) under the DBE program requirements of federal 49 CFR 23 as administered by the Wisconsin Department of Transportation. Certification as a DBE or joint venture DBE identifies a firm as a small business firm independently owned and controlled by one or more socially and economically disadvantaged person. It also identifies that the firm possesses the resources/expertise to operate in the firm's field of work. Certification is for participation in the DBE program. If a DBE firm does business in another state, Wisconsin will forward certification information to the other state through reciprocity agreements.

Supporting documentation involves financial, operational, cultural, social, and legal aspects of each applicant firm and its principals. Information includes but is not limited to the firm's gross receipts for three previous years, tax returns, business status affidavits, loans, contracts, birth/naturalization/tribal roll certificates, partnership/incorporation agreements, board/stockholder minutes, insurance, worker's compensation, firm work history, contracts, on-site reviews, third party/court challenges, hearings, decision letters, etc.

This collection was received in multiple parts from the donor(s) and is organized into 11 major parts. These materials have not been physically interfiled and researchers might need to consult more than one part to locate similar materials.

Scope and Content Note: Records, 1985-1987, of the Disadvantaged Business Enterprise (DBE) program. There is correspondence and monthly reports of Bracy and Associates and Cedco, companies which ran the transportation Support Services Program, a program which trains women and minorities for jobs in the field of construction. There are also field reviews of construction companies detailing how women and minorities are employed on construction sites, newspaper clippings, and a small amount of correspondence from the Transportation Districts about the DBE program.
