legal staff. The files consist of correspondence, memoranda, and background policy
information on general legal issues such as Medical Assistance and on a few specific
legal cases. Of these, the most voluminous concerns the JOBS contract of the
Opportunities Industrial Center of Greater Milwaukee (OIC-GM). There are also files on
the Legislative Council Committee on Privacy for which DHFS provided input. Of special
interest is a narrative description of all department databases, requested by the
privacy committee.

Care Financing and Unisys Corporation to act as the state's fiscal agent in the
disbursement of Medicaid. The suit was brought in 1995 by Electronic Data Systems (EDS),
who had held the previous state contract. Included is the request for proposals (RFP),
the proposals submitted by EDS and Unisys, revised proposals containing proprietary
information, the 1991 contract, correspondence, and legal documents submitted to the
department for EDS. : Note on Confidentiality: The confidentiality of this accession is based on statutes
different from those which govern the series as a whole. This accession contains
information that the bidders considered to be trade secrets which is restricted under
Section 134.90 (2) of the Wisconsin Statutes.

Part 6 (2009/074): Additions, 1973-1998 3.4 cubic feet (3 records center cartons and 1 archives box) : Subject files, 1973-1998, containing memoranda, appeals, legal opinions, notes,
research information, planning, inspections and correspondence created by department
attorneys related to legislation and general areas of departmental interest such as
nursing homes, hospitals, clinics, child care, safety codes, pharmacy, medical records,
and sanitation among other subjects. Of special interest are files pertaining to a
lawsuit filed by Tomorrow's Children Inc. against Sheboygan County in 1994. Sheboygan
County claimed that the care center for special needs children had broken their contract
with the county through an excessive reserve fund while Tomorrow's Children claimed that
their contract with the county was ambiguous with regard to the reserve fund. The
dispute was brought to the Sheboygan County Court where the ruling favored the county
and was subsequently brought before the State Court which ruled in favor of Tomorrow's
Children. Files include audit files by Sheboygan County of Tomorrow's Children, past
audits of other similar cases, available cost manuals, case research, notes,
correspondence, court briefs and testimony.

Part 7 (2012/059): Additions, 1995-2005 1.0 cubic foot (1 records center carton) : Case files, 1995-2005, of Deputy Chief Counsel Linda Dawson. The majority of the
records are on health care facility cases that Dawson worked on in conjunction with the
Bureau of Quality Assurance, concerning change of ownership (CHOW), licensing issues,
facility closings, noncompliance with quality standards, and other issues. This
accession also includes case files that were designated as "to be filed," including
records on cases relating to sexual predators, and cases worked on in conjunction with
the Bureau of Emergency Medical Services and Injury Prevention. The bulk of the records
consist of correspondence (much of which is printed e-mails) and notes. Also included
are some records of Attorney Deb Bursinger on community based residential facilities
(CBRFs).
