Administrative subject file, work compensation pay plan records, and the professional papers of Bureau of Personnel Director A.J. Opstedahl. Topics include reports of the Bureau, the Personnel Board, and the Civil Service Commission including correspondence with other state agencies and citizens; affirmative action programs; development of state pay plans; collective bargaining; overtime; deferred vacations; deviation from the standard work week; out-of-state travel; fair employment practices; the Wisconsin career candidate program; layoffs; grievances; skilled trade contracts; merit pay; administrative interpretations on policies and procedures; retirement policies; and work rules.

Biography/History

The State Civil Service Commission handled these functions until 1929 when the Bureau of Personnel was created to assume the Commission's duties. Independent until 1959, in that year Chapter 228 placed the Bureau within the newly created Department of Administration. Chapter 196, Laws of 1977, abolished the Bureau of Personnel. Its functions were transferred to the Division of Personnel located within the new Department of Employment Relations.
