Biography/History

Chief Justice E. Harold Hallows was a practicing attorney and professor of law at Marquette University, 1930-1958. He served on the Supreme Court from 1958 until his retirement at age 70 in 1974 and was Chief Justice from 1968 to 1974.

Scope and Content Note

This series deals primarily with the administrative responsibilities of the Chief Justice. Although some records pre-date Hallows' tenure as Chief Justice, they nevertheless reflect his interests. The records include correspondence and memoranda between the Chief Justice and the heads of Supreme Court offices and committees: the Office of the Administrator of Courts, the Judicial Conference, the Judicial Commission, the Judicial Education Committee, the Board of State Bar Commissioners, the State Public Defender's Office, the Judicial Council, the State Library, the State Bar of Wisconsin, the Administrative Committee for the Court System, and the boards of Circuit, County, Criminal, and Juvenile Judges.

The records have been arranged in six categories: JUDICIAL ADMINISTRATION, JUDICIAL CONFERENCES (WISCONSIN), JUDICIAL REORGANIZATION, ORGANIZATIONS, JUDGES, and other SUBJECTS. Of these, Justice Hallows was particularly interested in judicial reorganization and the files on this subject contain many of his speeches and records of conferences and committees. In a general way, the entire series, dealing as it does with judicial administration, points to the need for reorganization of the judicial system.

The folder titles on the following inventory are essentially the same as those on the original folders.
