Biography/History

Walter S. Fisher, Republican Assemblyman representing Florence, Forest and Oneida counties, was born in Minocqua on 6 April 1894. He attended local public schools, Oshkosh State Teachers College, and the University of Wisconsin. For five years he taught school in Minocqua, Monico, and Hazelhurst, prior to serving with the 304th Field Signal Battalion during World War I. Fisher was admitted to the bar in 1922 and for the following five years was a paper company executive. In 1927 he began a private law practice, and in 1942 was elected to the Assembly where he served on the judiciary, veterans, excise and fees, and pension and retirement plans committees. He ran for the State Senate in 1948, but was defeated by the incumbent in the primary election. Fisher resumed his law practice after leaving office, and died in 1956.

Scope and Content Note

The collection consists of only fragments of Fisher's legislative papers, primarily including transcripts of committee meetings which he attended. A small file of miscellaneous correspondence and campaign materials contains two of the “newspapers” which Fisher published and distributed during his campaigns. These documents reveal his legislative activities and views on subjects of interest to his constituents.
