Lodge 259 was organized in Ashland, Wisconsin on May 7, 1888, and affiliated with the national Brotherhood, which was founded in 1873. (After 1907 the name of the national union was changed to Brotherhood of Locomotive Firemen and Enginemen.) The union had as its goals the protection of railroad workers and their families, and improvement of wages and working conditions.

Also included in this latter book is a list of union members who served in World War I. Other records in the collection are two registers of members present at meetings; a union checkbook; and a printed report, dated 1925, which gives examples of claims, grievances, and cases brought to the attention of the national Brotherhood.
