Abstract:
Selected legislative papers of James Holperin, Democratic representative of Wisconsin's 34th Assembly District (Oneida and Vilas counties) from 1983 to 1994. Topical files reflect Holperin's work on constituent concerns, including Native American treaty rights, especially fishing rights, which led to a 1990 recall effort; the Department of Natural Resources' enforcement of state laws and rules; legislation in which Holperin was involved, especially the Petroleum Environmental Clean Up Fund Act; and the state's purchase of Willow Flowage. The photograph is of Holperin and his family.

Biography/History

James C. Holperin was born in Eagle River on December 18, 1950. He married and had 2 children. Holperin graduated from Eagle River High School and went on to receive his Bachelor of Science degree from the University of Wisconsin at Whitewater in 1973. He completed graduate work in public administration at both UW-Madison and UW-Oshkosh. As a full-time legislator, his duties included former Assembly legislative analyst, and Senate Assistant Chief Clerk. In addition, he was director of Vilas County aging programs and held positions as a radio and TV news announcer. He was a member of several groups and organizations, including: White Pine Public Radio, WXPR (board of directors, 1981-1982); Rotary International; Vilas County Historical Society; Northwoods Wildlife Center; Oneida and Vilas County Democratic Party; Govenor's Council on Forest Productivity; Northern Arts Council; Nicolet College Women's Resource Bureau Advocacy Council; and the Northwoods Conservation Association.

Holperin was elected to the Assembly in 1982. His biennial committee assignments include: 1991, Joint Committee on Finance (member since 1987). 1989, Joint Survey Committee on Debt Management; Legislative Council Commission on American Indian Study (since 1985). 1987, Legislative Council Commision on Natural and Recreational Resources, on Child Care Regulation. 1985, Tourism, Recreation and Forest Productivity (chp.); Health; Highways; Ways and Means; Legislative Council Commission on Acid Rain (effective March 5, 1985), on Lobby Law Review, on Private Sewage Systems (also 1983), and on Time-Share Property.

Scope and Content Note

These legislative papers are selected files, mainly concerning Native American treaty rights and other issues especially important in northern Wisconsin. The papers consist of two series, Subject Files and Legislative Files.

The Subject Files mainly consist of constituent correspondence and background information, the papers also contain campaign materials, newsletters, speeches and testimony, and materials concerning a recall effort in 1990. The state Department of Natural Resources' enforcement of rules on snowmobiling, boat shelters and jet skis also generated much constituent correspondence. Especially important in this series are the papers on the Native America treaty rights disputes concerning rights to fish and hunt in northern Wisconsin. The series is organized according to the numerical filing system used in Holperin's office, which is essentially alphabetical by subject.

The Legislative Files contain materials on legislation in which Holperin was involved, mainly the Petroleum Environmental Clean Up Fund Act, snowmobiling laws, and the purchase of Willow Flowage by the state. The series is organized alphabetically. Some of these topics also can be found in the Subject Files.
