Abstract:
Papers, 1954-2020, of Roger Blobaum, a consultant on agricultural policy specializing in organic research and education with extensive involvement in over forty regional, national, and international sustainable agriculture organizations including the World Sustainable Agriculture Association (WSAA), Midwest Organic and Sustainable Education Service (MOSES), International Organic Accreditation Services (IOAS), and the Organic Farming Research Foundation (OFRF). As co-chair of the Organic Food Act Working Group, Blobaum actively participated in shaping the 1990 Organic Foods Production Act and seeing it through Congress. Related topics documented in the papers include solar and other renewable energy applications on farms, resource conservation, farmland preservation, corporate farming, the development of national and international organic standards, organic integrity, funding for organic research, and the role of faith-based organizations in promoting sustainable rural development. Biography/History

Roger John Blobaum was born in 1929 in Hastings, Nebraska, and grew up on a crop and livestock farm in southern Iowa.

Blobaum served in the United States Army on two separate occasions. In 1948-1949, he served in the Public Information Office at Fort Riley, Kansas, where he edited The Guidon, the weekly post newspaper. He also graduated from the Armed Forces Information School at Carlisle Barracks, Pennsylvania, before his release from active duty. In 1950 he was recalled to active duty in Asia, where he was the non-commissioned officer in charge of Information and Education at a Japan-based 1500-bed hospital that received and treated airlifted Korean War casualties. He received the Japan Occupation and Korean Service ribbons in November 1951, and was honorably discharged as a staff sergeant.

In 1955, he received a B.S. in agricultural journalism from Iowa State University. He worked for seven years for the Associated Press, first as a statehouse reporter and editor in Madison, Wisconsin, and then as a state trunk editor in Chicago, Illinois. He earned an M.S. in communications from the University of Wisconsin-Madison in 1963.

Blobaum's involvement with Hubert Humphrey began when he ran the senator's press room at the National Democratic Convention in Atlantic City in 1964. When Humphrey was nominated at the convention, Blobaum became assistant press secretary and was on Humphrey's traveling staff during his successful campaign for vice president. He traveled with Vice President Humphrey through his 1966 national campaign to help elect Democratic governors and members of Congress. When Humphrey announced his campaign for president in 1968, Blobaum was named executive director of Rural Americans for Humphrey and, following the 1968 national convention, was the undercover representative following and reporting to the Humphrey campaign on the speeches and other presentations of Spiro Agnew, the Republican vice-presidential candidate.

Blobaum also worked as an agriculture staff member in the U.S. House of Representatives and Senate during the 1960s, including time as press secretary to Senator Gaylord Nelson (1964-1966). He traced his interest in organic farming to a visit he made in 1971 to Clarence van Sant's farm in Grinnell, Iowa, where he was deeply impressed by the health of the soil, farm animals, and row crops. After discovering from Van Sant that the Rodale Press was a primary source of organic farming information, Blobaum approached the press and developed a relationship as an editorial consultant. This work included visiting outstanding organic farms, interviewing and photographing the farmers, and writing stories about them for publication in Organic Farming and Gardening magazine over a five-year period ending in 1978. He also wrote similar stories for other publications.

As director of communications and policy development for the Institute for Alternative Agriculture (later known as the Henry A. Wallace Institute for Alternative Agriculture and then the Henry A. Wallace Center for Agricultural & Environmental Policy), he edited its monthly newsletter and served as managing editor for the American Journal of Alternative Agriculture. Blobaum accompanied the first delegation of U.S. farmers to China in 1975 while the Cultural Revolution was still underway and a year later helped organize a second delegation that included two agricultural editors, two rural sociologists, a wheat breeder, and a soil scientist. After speaking at an international symposium in Beijing in 1993, he returned to China nine times to lecture at China Agricultural University, to provide training and other organic development services to the Ministry of Agriculture's China Green Food Development Center, and to make presentations at conferences related to global organic marketing and international organic accreditation.

On the national level, as interest in alternative agriculture increased in the early 1970s, the United States Department of Agriculture (USDA) and the agricultural establishment were generally hostile to the organic approach. This attitude prevailed until 1979, when Secretary of Agriculture Bob Bergland authorized a study of organic farming, which resulted in a 1980 report that recommended federal government research, education, and other support for organic agriculture. Copies of the report were widely distributed, and an organic farming coordinator was hired. A change of administration the following year resulted in the destruction of remaining copies of the report, the termination of the organic farming coordinator position, and a resumption of USDA hostility to organic farming that persisted through efforts to pass the Organic Foods Production Act in 1990.

From the mid-1970s through the 1980s, Blobaum served on several national committees, including the Cost of Production Advisory Committee and the Sustainable Agriculture Research and Education Advisory Committee (both USDA committees), Food Industry Advisory Committee (Department of Energy), the Solar Energy Research Institute's National Advisory Committee, the Appropriate Technology Advisory Committee (National Science Foundation), and panels on food and agriculture research, assessment of local development technology, and dispersed electric generating technologies (Office of Technology Assessment).

From 1977 to 1983, he acted as President of Roger Blobaum & Associates, a consulting firm specializing in alternative agriculture, renewable energy, and appropriate technology. Clients included the U.S. Department of Agriculture, U.S. Department of Energy, Community Services Administration, National Science Foundation, Congressional Office of Technology Assessment, and the National Center for Appropriate Technology.

He also served as Executive Director of the Michael Fields Agricultural Institute and the Family Farm Defense Fund; as Director of Americans for Safe Food (a project of the Center for Science in the Public Interest), for which he organized four national agriculture policy conferences; and co-chaired the Organic Food Act Working Group, a coalition that worked for passage of the Organic Foods Production Act in 1990. In 1991, he was a member of the group that established the World Sustainable Agriculture Association (WSAA) in Japan. Blobaum served in various capacities for WSAA, including chairing the Policy Directorate, serving on the Executive Committee, directing the activities of the Washington, D.C. office, and serving as WSAA representative to the Earth Summit (United Nations Conference on Environment and Development, 1992) and the international conference on nutrition.

While working for the WSAA in the 1990s, Blobaum also worked on specific projects to advance sustainable agriculture work in other countries. Blobaum accepted a Volunteers in Overseas Cooperative Assistance (VOCA) assignment at the Regional Environmental Center (REC) in Budapest, Hungary to prepare a sustainable agriculture small grants program for thirteen countries in Central and Eastern Europe. He returned as a consultant the following year to assist the REC staff in assessing problems experienced in making the first round of grants. Two years later he returned as a consultant to the Field Crops Institute in Bălţi, Moldova, and keynoted a national sustainable agriculture conference sponsored by the Hungarian Ministry of Agriculture.

In 1992, he established Blobaum & Associates, a consulting firm offering management services for organic and sustainable agriculture organizations. Over the years, clients included the Michael Fields Agricultural Institute, Organic Foods Production Association of North America/Organic Trade Association, the World Sustainable Agriculture Association, China Green Food Development Center, National Sustainable Agriculture Coordinating Council, Midwest Organic and Sustainable Education Service, and The Ceres Trust. He also served as director of public relations for the National Farmers Union (NFU) and the National Farmers Organization (NFO).

From 1995 to 1998, he served as Project Coordinator for the Soul of Agriculture, a project of the Center for Respect of Life and Environment (CRLE), which focused on creation of a guiding document that would recognize agricultural impact on the environment. During this period he also served as a delegate to the Food Labeling Committee of Codex Alimentarius, a United Nations-sponsored food standards agency, and was part of the Codex group that developed international organic guidelines.

In 1997, he co-founded Organic Watch, a coalition of groups that monitored public comments on the first proposed national organic rule, and served on its Executive Committee. He was a frequent speaker at conferences and other events and testified before Congressional subcommittees on eleven occasions over a twenty-year period regarding renewable energy, rural development, agricultural land, and national organic standards.

Blobaum served on numerous boards, including the Rural Advancement Fund (1980-1983), Michael Fields Agricultural Institute (1994-1996), Organic Farming Research Foundation (1994-2000), International Organic Accreditation Services (1994-2006), and Midwest Organic and Sustainable Education Service (2005-2014). He wrote numerous articles and papers, including the “Inside Organics” columns he wrote for the Organic Broadcaster, a MOSES publication, from 2005 to 2010. He also proposed and helped develop for MOSES its Organic University, a farmer-to-farmer mentoring program, and its Organic Farmer of the Year initiative.

In 2013 he received an Honorary Recognition Award from the University of Wisconsin-Madison College of Agriculture and Life Sciences for “significant contributions and selfless service to organic farming.”

Scope and Content Note

Due to the broad extent of Roger Blobaum's involvement in the organic and sustainable agriculture movement and his contacts with other key figures that go back to the current movement's earliest days, the Blobaum papers must be considered the seminal collection in the Organic and Sustainable Agriculture Collection. His wide-ranging professional activities involve legislative staff work on agricultural and environmental issues in both houses of Congress, and research and policy work on appropriate technology, urban waste disposal issues, solar and other energy alternatives, environmental regulation, farmland preservation, and organic and sustainable agriculture. Blobaum acted as an effective administrator, policy consultant, organizer of large-scale events, program developer, grant proposal strategist, and a collegial, well-respected board and committee member for numerous organizations. As field representative for the Organic and Sustainable Agriculture Collection, he served as a consultant to the Wisconsin Historical Society on soliciting donations and helped to shape its collecting focus. The collection consists solely of professional papers; there is scant documentation of Blobaum's personal life, apart from occasional brief references in the correspondence files and articles and clippings in the Congressional campaigns files.

The Blobaum papers were donated to the Archives in two major accessions. The first accession (M2014-096) represents materials donated from 2013 to 2015. The second accession (M2023-082) includes materials donated to the Archives from 2015 to 2017.

The papers are arranged in four series: CORRESPONDENCE, WORKING FILES, SUBJECT FILES, and VISUAL MATERIALS.

The CORRESPONDENCE series from Blobaum's office from the early 1970s to 1980 includes incoming and copies of outgoing correspondence, filed alphabetically by last name or organization, concerning speaking engagements at conferences regarding alternative energy, rural development, and trips with agricultural delegations to China; research and writing; and work for various committees. A smaller quantity of general correspondence dating from 1992-1999 and 2011-2013 is included. Correspondence from the 1970s to the present can also be found within the working files series for individual organizations or projects.

The WORKING FILES series includes files from the numerous organizations with which Blobaum was involved over the course of forty-plus years involvement in organic and sustainable agriculture, and are particularly strong for the Center for Respect of Life and Environment (CRLE), Family Farm Defense Fund (FFDF), International Organic Accreditation Services (IOAS), Midwest Organic and Sustainable Education Service (MOSES), National Campaign for Sustainable Agriculture (NCSA), Organic Farmers Associations Council (OFAC), Organic Farming Research Foundation (OFRF), and the World Sustainable Agriculture Association (WSAA).

There are extensive files for Blobaum's work (1995-1998) as project coordinator for the Soul of Agriculture, a project of the Center for Respect of Life and Environment (CRLE), an affiliate of the Humane Society of the United States (HSUS). Included are files on the development of an agricultural production ethic document, a national conference in Minneapolis (November 1997) to raise public awareness about agriculture's impact on the environment and to mobilize public support for the document (the revised version was entitled, “Creating a New Vision of Farming,” and the executive summary, “Charter for a Shared Farming Ethic”), and related follow-up events. Also documented is the involvement of several faith-based organizations, including the National Catholic Rural Life Conference and the Churches' Center for Land and People, related to agricultural issues.

The Center for Rural Affairs (CRA) files include correspondence with Center Co-Director Don Ralston and other staff, annual reports and other materials, and good coverage of files relating to the Small Farms Energy Project (SFEP, 1976-1979), for which Blobaum served as Principal Investigator, and a smaller quantity of files for the Small Farms Advocacy Project (SFAP, 1978-1979), another Center project which advocated for the interests of small farms in government programs.

The Center for Science in the Public Interest (CSPI) files contain documents related to two projects Blobaum worked on as project director of Americans for Safe Food: 1) draft reports and working papers for the Keystone Center National Policy Dialogue on Food Safety and Pesticides, and 2) a project mobilizing support for organic and sustainable agriculture programs in individual states.

The Democratic Party files include Blobaum's work with Senator Gaylord Nelson, Senator Hubert Humphrey, Vice President Hubert Humphrey, and Blobaum's own Congressional campaigns in 1970 and 1984.

Papers relating to the International Organic Accreditation Services (IOAS) include organizational documents, committee and board meeting materials, correspondence, and policy manuals that document issues related to accreditation of organic certifiers. Included are materials concerning its relationship with the International Federation of Organic Agricultural Movements (IFOAM).

The Midwest Organic and Sustainable Education Service (MOSES) files include materials on the organization's origins as Wisconsin Chapter #1 of the Organic Crop Improvement Association (OCIA), which beginning in 1990 had organized the Upper Midwest Organic Farming Conference (UMOFC) and provided education services to farmers. In 1999, Wisconsin Chapter #1 Educational Fund became an independent 501 (c)(3) non-profit organization and was renamed Midwest Organic and Sustainable Education Service (MOSES). The organization continued to sponsor the Organic Farming Conference, the nation's largest organic farming event with more than seventy workshops and an exhibitors hall every year. In 2001, MOSES expanded its educational mission with the formation of Organic University, a series of full-day short courses on specific topics, held the day before the conference. MOSES also publishes an annual resource directory, holds farm field days, and responds to individual questions on organics. Blobaum & Associates provided consulting services at all stages of the organization's formation, including program development and grant proposal writing, as well as progress and final reports. In 2005, Blobaum became a board member and served until March 2014. Records in this series include correspondence, board meeting and UMOFC materials, grant files, and materials related to the Organic University, a program Blobaum helped develop to foster opportunities for farmer-led training for organic production methods. Given Blobaum's long involvement with MOSES, these records are particularly strong. In 2022, MOSES changed its name to Marbleseed.

The Midwest Sustainable Agriculture Working Group (MSAWG) files include work on appropriations, meeting materials, and Washington, D.C. reports from the original sustainable agriculture working group (four other regional groups would follow). There may be some duplication in the Blobaum papers (particularly meeting materials) with what is found in the Loni Kemp papers (Mss 1084), another manuscript collection in the Organic and Sustainable Agriculture Collection. Meeting materials in the Kemp papers are extensively annotated.

The National Campaign for Sustainable Agriculture (NCSA) papers include correspondence, board and committee meeting materials, newsletters, and other materials relating to the debate over the rule implementing the 1990 Organic Foods Production Act, objections of the organic community to provisions of the first proposed and revised versions of the rule, and issues surrounding its implementation, as well as Campaign involvement in the 1995, 2002, and 2007 farm bills.

Also included in this series are the organizational records of the Organic Farmers Associations Council (OFAC), an organization formed in December 1989 and intended to provide a unified voice for small organic farmers and certifiers across the country in light of pending national organic standard legislation. The organization subsequently influenced the development of national organic standards and policies. OFAC dissolved in the mid-1990s. Records include board meeting minutes and materials; annual meeting and steering committee files; correspondence; member mailings; drafts and working files on organic standards for processing, livestock, and materials evaluation; and documents relating to a definition of “organic” and interstate certification (reciprocity between states with varying organic standards). Included are files on agricultural consultant Lynn Coody's conceptual model for materials evaluation which was incorporated into the Oregon organic production standards and the Organic Foods Production Act; and extensive meeting texts for an organizing conference in Fayetteville, Arkansas (1990) and a board meeting in Mountain View, Arkansas (1991). Also of note are OFAC recommendations for criteria for selection of National Organic Standards Board (NOSB) members and a file of nominees (with supporting materials) to the NOSB.

The Organic Foods Production Act (OFPA) papers document the process that began with 1990 legislation to establish national organic standards to implementation of a final organic rule in 2002. A considerable portion of these files consists of correspondence, meeting materials, and other documents relating to the USDA's first proposed rule, issued in December 1997, and the revised proposed rule (March 13, 2000) that was issued in response to over 275,000 public comments opposing the original version of the rule. Files relating to the OFPA process are also included under other organizations in the Working Files series.

The Organic Watch files primarily consist of correspondence, calls for public comment, alerts, press releases, and statements relating to the first proposed organic rule (issued in 1997) and the rulemaking process. Also included are files from the Codex Alimentarius Committee on Food Labeling from 1999 to 2002 (see also Codex files for 1991-1998 under WSAA).

The World Sustainable Agriculture Association (WSAA) files document Blobaum's roles with the organization as a founding member, chair of its Policy Directorate, member of the Executive Committee, director of the Washington, D.C. office, and Associate Director. He was also WSAA accredited representative to the United Nations Conference on Environment and Development (UNCED, also known as the Earth Summit) in Rio de Janeiro in 1992, and the subsequent Commission on Sustainable Development (CSD), which the UN General Assembly established to oversee implementation of Agenda 21, a plan for international sustainable development. Included are documents relating to sessions of the Commission in 1993-1995, and the Special Session of the General Assembly held in 1997 (Earth Summit 2). Papers relating to the International Conference on Nutrition, sponsored by the Food and Agriculture Organization and the World Health Organization, are also included. Blobaum's service as the WSAA representative to the Committee on Food Labeling for the international food standards agency, Codex Alimentarius, is documented by files from 1991 to 1998. Although some of Blobaum's work on international projects was performed as an independent contractor or as a volunteer for Volunteers for Overseas Cooperative Assistance (VOCA), Blobaum was also working for the WSAA during this period, and files related to this work are under Project Files for that organization. Blobaum's own summary of these files is included in Box 12, Folder 30. The World Bank files, 1992-1996, include various documents relating to agricultural development: an Agricultural Action Plan, integrated pest management (IPM) policy, and an Agricultural Sector Review paper.

Blobaum gave many speeches and presentations over the course of his forty-year career, and the papers include the texts of many speeches given as keynote addresses at national organic and sustainable agriculture conferences in Taiwan, Australia, and Hungary and major presentations at national conferences in China, Japan, Mexico, and Moldova. Audio recordings of some presentations are included in this series and the Subject Files series, as well as various conference recordings.

The SUBJECT FILES series contains files on the National Organic Program (NOP), the National Organic Standards Board (NOSB), the Arthur Harvey case, conferences and workshop participation and presentations, the green labels movement, livestock standards, mailing lists, and other files relating to organizations for which there was a relatively small amount of material.

The VISUAL MATERIALS series includes color and black and white prints, negatives, and contact sheets for various events, including prints and contact sheets for Blobaum's work with Senator Gaylord Nelson and Senator and later Vice President Hubert H. Humphrey, Blobaum's own Congressional campaigns, the National Crisis Action Rally (1985), publicity shots for a John Conlee concert (1985), a Center for Science in the Public Interest (CSPI) conference, 1990; and a consultation in Japan.

Researchers looking for a specific period of Blobaum's career should be aware that he held many of his appointments and board and committee responsibilities concurrently. The file for the WSAA, for example, may also contain files from his time as Director of Americans for Safe Food and as President of Blobaum & Associates, his consulting firm.
