Abstract:
Records, mainly 1992-2012, of the FairShare CSA Coalition (formerly Madison Area Community Supported Agriculture Coalition (MACSAC)), documenting a non-profit, community supported agriculture (CSA) organization and its activities, including its Partner Shares Program providing CSA share assistance to low-income and special needs households, health rebate program for CSA farm shares in partnership with area health maintenance organizations, annual CSA Spring Open House, Foodbook project, and fundraising events. Also included are partial records of its former parent organization, the Wisconsin Rural Development Center (WRDC), which ceased operation in 2002.

Biography/History

Inspired by community supported agriculture (CSA) farms in Europe, Japan, and the northeastern United States, a group called the Madison Eaters Revolutionary Front (MERF) began planning a network of CSA farms in the Madison, Wisconsin, area in 1992. Under the CSA system, shareholders pay at the beginning of the growing season for weekly shares of food they receive throughout the season, thereby assuming some of the financial risks small farmers accept. The first year, participants bought around 275 shares from eight farms for the 1993 growing season. That year, the resulting organization, named the Madison Area Community Supported Agriculture Coalition (MACSAC), became a chapter organization of the existing Wisconsin Rural Development Corporation (WRDC), which operated from 1983 to 2002 and acted as the fiscal agent for MACSAC. After WRDC dissolved in 2002, MACSAC became an independent, non-profit organization (501(c)(4)), and obtained status as a 501(c)(3) organization in 2011.

Programs to promote the CSA concept included a Foodbook project to encourage members to make optimal use of their produce with the first edition of From Asparagus to Zucchini: A Guide to Farm-Fresh, Seasonal Produce, published in 1996. After second (2003) and third (2004) editions, a new companion cookbook, Farm-Fresh and Fast: Easy Recipes and Tips for Making the Most of Fresh, Seasonal Foods, came out in the spring of 2013. Foodbook sales also supported other initiatives of the organization, such as the Partner Shares Program. From its beginnings, a significant concern of the organization was accessibility of the CSA concept to all, regardless of income or other barriers. The Partner Shares Program began in 1997 and offers lower-income or special needs households partial funding toward the cost of a CSA share, with monthly co-payments contributed by the CSA shareholder. The Madison Home Garden Project (1999-2001) offered assistance in building vegetable gardens for low-income people and those with developmental disabilities. In 2005, area health maintenance organizations (HMOs) started offering cash rebates toward the cost of CSA produce shares, creating the first such wellness partnership in the nation and providing financial incentive for participation in community supported agriculture. Grants and donations, as well as various public events, provide funding for the Partner Shares Program and other activities. Empty Bowls, a ticketed event in many communities worldwide, offers participants a meal of soup and bread plus a souvenir handmade bowl made by a local potter in exchange for a donation that benefits a number of non-profit organizations. Bike the Barns, an annual bicycle tour between area farms, began in 2007. Other fundraising efforts include Farm-a-thons, workdays at member farms where participants enlisted financial sponsors or otherwise helped to raise funds; specialty cheese sales; and staffing at events of other organizations.

In 2008, the organization required that member farms have organic certification or be in the process of obtaining certification. As of 2010, the USDA Food and Nutrition Services approved use of food stamp payments to CSA Coalition farms, further extending the coalition's goal of increasing access to quality food to a wider segment of the population. In 2012, the organization changed its name to FairShare CSA Coalition, reflecting the organization's commitment to social and economic justice for farmers and consumers. For the 2013 season, participants bought 9,500 shares. As of the 2014 farm season, 50 farms participate in the coalition.

Scope and Content Note

The FairShare CSA Coalition documents a grassroots organization, administered by a small paid staff and a considerable number of volunteers, which has evolved from a coalition with eight participating farms to fifty, and has become an established part of the local/sustainable agriculture landscape in the Midwest. Also documented are its interactions with other sustainable agriculture organizations in the area, as well as community supported agriculture organizations in other regions of the country. Documentation on the Partner Shares Program and the Foodbook project is particularly strong.

The collection is arranged in five series: ADMINISTRATIVE FILES, SUBJECT FILES, PROJECT FILES, OUTREACH FILES, and VISUAL MATERIALS.

The ADMINISTRATIVE FILES series includes organizational by-laws, board minutes and agendas, correspondence, financial records, staff and committee files, grant-related materials, and records relating to participating CSA farms. Staff members represented in the records include Sarah Lauffer, Lauri McKean, Laura Brown, Erin Schneider, Gini Knight, Abby Wind, Executive Director Kiera Mulvey, Partner Shares Program Co-ordinators Doug Wubben and Sharon Lezberg, as well as Board member Erika Janik. Records are arranged by program or staff position and date, rather than by staff member name. Included in this series are partial records of the Wisconsin Rural Development Center (WRDC), of which MACSAC was a chapter organization, and which acted as MACSAC's fiscal agent until WRDC ceased operation in 2002. Also present are administrative records from MACSAC's beginnings in the early 1990s, with minutes from meetings of the organization then known as the Madison Eaters Revolutionary Front (MERF).

The SUBJECT FILES series contains background materials on the community supported agriculture movement, farming projects in other communities, and topics of concern to the organization, such as national farm bill legislation or projects of organizations with a similar focus.

PROJECT FILES include records related to initiatives such as Partner Shares, the program matching funds for CSA shares for low-income or special needs households; the rebate program on CSA produce shares offered by area health maintenance organizations (HMOs); a grower mentorship program; foodbook/cookbook projects; and fundraising events including farm-a-thons (sponsored work sessions on farms), Empty Bowls, and Bike the Barns. Also included are records for the Madison Home Garden Project (MHGP, 1999-2001), a program to create home vegetable gardens, and Healthful Food, Healthy Communities (HFHC), a project between MACSAC, Troy Gardens, UW Extension, and Wisconsin Homegrown Lunch/REAP to improve nutrition resources on the north side of Madison. This series includes meeting notes and minutes, correspondence, financial records, promotional materials, and newspaper and magazine clippings. Documentation on the Partner Shares Program (PSP) and the Foodbook project is particularly extensive. Also documented is support for the Partner Shares Program among religious organizations.

The OUTREACH FILES series includes public events such as the spring annual CSA Open House, where prospective CSA participants interview farmers and pick up produce share information; newsletter and other media advertising and publicity files; website; presentations about the community supported agriculture movement; and tabling at events held by organizations with related concerns.

VISUAL MATERIALS include various prints, slides, and digital files documenting farm events, Empty Bowls, and the Spring Open House, as well as photo album pages documenting the Partner Shares Program. Also included are drawings for the Foodbook and other projects.
