Abstract:
Papers of Tammy Baldwin, Democratic Senator from Wisconsin (2013-) and Congresswoman from Wisconsin's 2nd Congressional district (1999-2013), documenting her early political career through her tenure in the Wisconsin State Assembly. A native of Madison, Wisconsin, Baldwin began her political career in 1986 with her election to the Dane County Board of Supervisors. She was elected in 1992 to the Wisconsin State Assembly representing the 78th Assembly district, in 1998 she was elected to the U.S. House of Representatives as the first congresswoman from Wisconsin, and then in 2012 was elected to the U.S. Senate as the first woman senator from Wisconsin and first openly gay senator to the U.S. Senate. The papers focus primarily on proposed legislation in the Wisconsin State Assembly concerning same-sex partnerships and document Baldwin's involvement in issues such as Gay, Lesbian and Bisexual (GLB) civil rights, gays in the military, adoption by same-sex partners, GLB rights at the University of Wisconsin, and opposition by the Religious Right. Included in the collection is correspondence, proposed legislation including drafts and notes and work group documents, media clippings, press releases, legal cases, and subject files.

Biography/History

Tammy Baldwin was born on February 11, 1962, in Madison, Wisconsin. After graduation from Madison West High School in 1980 she attended Smith College in Northhampton, Massachusetts, where she received her A.B. degree in government and mathematics in 1984. Her political career began with her election to the Dane County Board of Supervisors in 1986 on which she served four terms (1986-1994). She also served briefly on the Madison City Council filling a one-year alderman vacancy in 1986. Concurrent with her time on the Dane County Board of Supervisors, she earned a law degree (J.D.) from the University of Wisconsin Law School and practiced law from 1989-1992.

In November 1992, she won a seat in the Wisconsin State Assembly representing the 78th Assembly district and became the youngest woman elected to the state legislature. While serving in the Wisconsin State Assembly she served on a variety of committees including Criminal Justice and Corrections, Elections and Constitution Law, Housing, Colleges and Universities, Education, and Corrections Facilities. Her special assignments included the State Council on Alcohol and Drug Abuse, Legislative Council Commission on Information Brokering, Computer Technology and Related Issues, and Legislative Council Commission on Americans with Disabilities Act.

In November 1998, Ms. Baldwin won election to the 106th Congress from the 2nd District and became the first woman from Wisconsin to serve in the House of Representatives. With her election she also became the first openly gay person elected as a non-incumbent and the first out lesbian to serve Congress in this nation's history. Ms. Baldwin served on the House of Representatives Budget and Judiciary committees and had additional membership on the Judiciary Sub-committee on Courts, the Internet and Intellectual Property, the Judiciary Sub-committee on Commercial and Administrative Law, and headed the Health Care Working Group of the House Democratic Rural Task Force. Her legislative work focuses on health care reform, Social Security and Medicare, senior citizens, and civil rights. She served in the House of Representatives until 2013, when she became the first woman from Wisconsin to serve in the U.S. Senate as well as the first openly gay Senator.

Scope and Content Note

The collection focuses on Baldwin's state political career, principally her tenure in the Wisconsin State Assembly, documenting her work on legislation regarding domestic partnership, same-sex marriage, and civil rights. The collection consists of correspondence, legislation, federal, state, and local government documents, legal cases, pamphlets, magazine and newspaper articles, policy papers, meeting minutes, notes, and press releases and is organized into four series: Correspondence, Legislative, Legal Cases, and Subject Files.

The CORRESPONDENCE series contains correspondence with legislators and staff related to upcoming legislation and work groups that Ms. Baldwin formed for discussion as well as constituent correspondence (1994-1996) principally regarding the State Assembly Bill on same-sex marriage. Other correspondence includes letters to and from various GLB groups and religious organizations as well as correspondence regarding the 1988 presidential campaign.

The LEGISLATIVE series consists principally of Assembly and Senate Bills (1981-1988) relating to domestic partners and their civil rights. Also included are domestic partnership work group meeting notes and policy papers from 1993 as well as information regarding a domestic partnership ordinance for Madison originally passed in 1987 and a revised Wisconsin birth certificate form Baldwin lobbied for in 1995.

The LEGAL CASES series contains litigation from the District of Columbia, Hawaii, Wisconsin, and the United States Supreme Court. The cases all deal with civil rights issues facing the gay community in the late twentieth century, and are largely from the early to mid-1990s.

The SUBJECT FILES series consists of background material for the issues with which Baldwin was involved including GLB immigration, same-sex marriage, gays in the military, opposition by conservative religious organizations, and federal government information pertaining to civil rights. Several folders focus on the University of Wisconsin and how they dealt with GLB violence on one of their campuses, a proposed GLB Studies Certificate at University of Wisconsin-Milwaukee, and general GLB issues affecting students and faculty throughout the University of Wisconsin system. The series includes correspondence, pamphlets, newspaper and magazine articles, notes, policy papers, and government documents.
