Abstract:
Papers of James E. Jones, Jr., a University of Wisconsin professor of law and industrial relations. The papers consist principally of subject files documenting his professional life. Included are files on conferences and seminars he attended and reports (1976-1985) covering such topics as employment discrimination and equal opportunity; records from his service on the Governor's Task Force on Comparable Worth (1984-1986) including manuals, reports, minutes, correspondence, questionnaires, and pilot studies; labor files (1977-1985) documenting affirmative action, collective bargaining, the Industrial Relations Research Institute, and labor relations; and materials from his service as the first minority member of the Madison Police and Fire Commission (1973-1976) documenting employee relations with the commission, racial discrimination, recruiting, morale problems, charges against police chief David Couper, hiring procedures, and complaints dealt with by the commission.

Biography/History

James E. Jones, Jr. (born 1924) was a professor of Law and Industrial Relations at the University of Wisconsin in Madison. From 1971 to 1973 he was the director of the Industrial Relations Research Institute at the University of Wisconsin. In 1973 he became the first minority and African American commissioner on the Madison Police and Fire Commission, serving on the commission from 1973 to 1977 and as president, 1976-1977. He participated as a member of the Governor's Task Force on Comparable Worth in 1985-1986. Throughout his life he worked actively in labor arbitration promoting the cause of equal opportunity in labor.

Scope and Content Note

This collection consists principally of subject files documenting the professional life of Jones and is arranged in four series: Professional Activities, Labor Relations, Governor's Task Force on Comparable Worth, and the Madison Police and Fire Commission.

The PROFESSIONAL ACTIVITIES (1976-1985) series documents Jones' professional activities as a lawyer. The bulk of the material here pertains to conferences Jones attended or managed and contains conference brochures, agendas, and some related correspondence as well as information on cases for which Jones was consulted.

The LABOR RELATIONS (1977-1985) series documents Jones' involvement in labor issues through the Industrial Relations Research Association and the National Labor Relations Board. Included is correspondence, newsletters, and publications sent out by the association about labor issues. The Industrial Relations Research Institute files document Jones' attempts to obtain departmental status for the Institute and contain correspondence and reports. The Wisconsin Department of Industry files document a moot debate over a labor case and consist of correspondence, reports about the case, and published case summaries.

The GOVERNOR'S TASK FORCE ON COMPARABLE WORTH (1982-1986) series documents Wisconsin's efforts in studying employment and establishing comparable worth for women, minorities, and people with disabilities. Files consist of agendas, memos, and minutes. The employment practices of the University of Wisconsin are documented and a draft and final copy of the report written by the task force is included.

The MADISON POLICE AND FIRE COMMISSION (1972-1977) series covers the period in which Jones served on the commission. The first part of this series is of a general nature, documenting the activities of both the police and fire departments; included is interdepartmental correspondence, memos, reports about disciplinary actions, complaints against the departments, and files on the activities of various committees on promotional practices. The remainder of this series is divided into three parts: Fire Department, Police Department, and Cases and Complaints.

The Fire Department files document, through memos, correspondence, and reports, general Fire Department policy, including departmental goals, recruitment policy, and employment practices. The minutes, reports, and correspondence of the Citizens Advisory Screening Committee, a group concerned with firefighter selection, and an official report on the selection and retention of firefighters add further information regarding departmental hiring policy. The commission also participated in the selection of a new fire chief in 1974, and a report lists the qualifications and experience certain candidates possessed. Finally, monthly reports from 1974 and 1975 list fire department activities and general statistical information.

The Police Department files contain similar records including policy documents, records of police activities, monthly reports, and hiring policy documents. Present is interdepartmental correspondence, reports, memos, and a newsletter. Also included is an essay “Problems in Policing” from a college course that examined Madison's police.

The Cases and Complaints files deal with specific cases the commission handled, the majority of which consist of complaints to the commission about unfair hiring and testing procedures. Files contain court briefs, interdepartmental and general correspondence, notes, and published case summaries. The two largest cases here are the Couper Case and the Kubula v. Fuller Case. The Couper Case consists of allegations of fraud and discrimination and contains notes by Jones, motions, briefs, correspondence, and newspaper clippings. The Kubula v. Fuller Case records a complaint of a citizen against a police officer.
