Abstract:
Papers, mainly 1940-1970, of Warren P. Knowles, a former Republican governor (1965-1971), lieutenant governor (1955-1959/1961-1963), and state senator (1941-1955), who was a central figure in Wisconsin politics from the 1940s through the 1960s. As governor, Knowles' leadership was felt both in the moderate direction taken by the state Republican Party and by his support for legislative initiatives in the areas of state economic development, water pollution, and highway safety. Because Knowles held office during the turbulent 1960s his administration also dealt with problems of national significance such as anti-Vietnam war demonstrations and unrest among the poor and urban Blacks. The papers include eighteen public records series and one manuscript collection. The manuscript collection consists of documentation predating Knowles' election as governor and concerns both his career in the Senate and his tenure as lieutenant governor as well as his private life.

Biography/History

Former Republican Governor Warren Purley Knowles III was born in River Falls, Wisconsin on August 19, 1908. After attending local schools he graduated from Carleton College in 1930 and from the law school of the University of Wisconsin in 1933. Knowles then settled in New Richmond where he joined his father, County Judge Warren P. Knowles, in the law partnership Doar & Knowles.

In 1935 Knowles launched his political career by successfully running for the St. Croix County Board on which he served four years. In 1940 Knowles was elected to the state Senate from the Tenth District. Even during his first term he attracted public attention because of his intelligence, humor, and good looks, and he quickly rose to a position of prominence. In 1942 Knowles volunteered for duty in the Navy but was given leave to return to Wisconsin for the 1943 legislative session. During this session his fellow Republicans elected him Senate majority floor leader. Because of his mastery of parliamentary procedure and his other legislative skills Knowles continued to hold this top leadership position throughout his career in the Senate. In May 1943 Knowles reported for active duty on the USS Nevada and participated in the invasions of Attu, Normandy, and southern France.

While on active duty in November 1944, Knowles was reelected to the Senate in an absentee campaign managed by his law partner Tom Doar. In January 1945 the Navy again gave him leave so that he might return to Wisconsin to serve in the Legislature.

During the late 1940s and early 1950s Knowles emerged as a leader in the efforts to make state government more efficient and more responsive to contemporary needs. Knowles was the author of legislation to establish a permanent research department to study complex governmental issues for the Legislature, and after its passage he served as the first chairman of the Legislative Council. In 1949 he authored a bill creating the State Building Commission and as a member helped to launch a longterm building program for the state. Knowles was also a strong backer of the Wisconsin Turnpike Commission and the Aeronautic Commission. From 1952 to 1954 he was a member of the Judicial Council.

In 1950 Knowles was a key figure in the group of younger, more moderate Republicans who successfully put Walter Kohler Jr., forward as a gubernatorial candidate. Knowles, however, declined suggestions that he himself run for higher elective office, giving as a reason the demands of his successful law practice. In 1954, however, he received the Republican endorsement to run against Lieutenant Governor George Smith, a party outsider. Although his campaign was a political longshot, Knowles was overwhelmingly victorious in the primary and then in the general election. In 1956 Knowles chose not to run against Attorney General Vernon Thomson for the gubernatorial nomination, but to seek reelection as lieutenant governor instead.

In 1957 Knowles' political prospects began to look less promising. In the primary to fill the seat of Senator Joseph R. McCarthy, Knowles ran fourth in a field of seven Republicans. Then in 1958 Knowles was narrowly defeated in his bid for a third term as lieutenant governor by Democrat Philleo Nash.

However, in 1960 Knowles rebounded, defeating Nash to serve as lieutenant governor in the administration of Democrat Gaylord Nelson. During the 1961 legislative session Knowles positioned himself as one of the chief critics of the administration on the issue of taxation, and in 1962 he made a bid for the gubernatorial nomination. In a contest largely decided along regional and population lines, however, Knowles was defeated at the party convention by Milwaukeean Philip Kuehn.

After the 1962 convention Knowles announced his retirement from public life and returned to his law practice in New Richmond, but his retirement was brief. In 1964 he made a second bid for the gubernatorial nomination, this time going on to narrowly defeat the incumbent governor, Democrat John Reynolds. Knowles' victory was particularly notable for it came in the face of many Republican losses around the country as a result of the Goldwater presidential ticket.

Knowles was a popular governor, and he was reelected to office overwhelmingly in 1966 and 1970. Unlike his more conservative Republican predecessors, Knowles and state Party Chairman Ody J. Fish, with whom he was closely allied, sought a more pragmatic position for Wisconsin Republicans. Thus, Knowles backed strong legislation in the areas of water pollution and highway safety, and although he originally campaigned for office on a platform of fiscal restraint, state budgets increased substantially during his administration.

In a more typical area of Republican priority Knowles also sought an aggressive position for state government with regard to economic development. Coinciding with a period of rapid national economic expansion, his program for business development witnessed many successes.

To attack a number of the problems that beset state government Knowles appointed numerous citizen/expert task forces to study the issues and recommend solutions. Among the best known of these efforts were the Wisconsin Committee on Improved Expenditure Management; the Kellett Committee on Reorganization, which ultimately brought about a massive reorganization of state government; and the Tarr Task Force on Local Government Organization and Finance.

The Knowles leadership style was one of friendly persuasion rather than coercion and despite his personal popularity and the passage of some truly significant legislation, he was sometimes criticized for his weak legislative leadership.

After leaving public office Knowles became chairman of the board of Inland Financial Corporation in Milwaukee. Throughout his life Knowles has been involved with many civic and fraternal groups. Most notable of these were his tenure (1952-1953) as president of the Wisconsin Alumni Association and his appointment to the Board of Regents of the University of Wisconsin in 1985. He was also a lifelong sportsman and has been prominently identified with conservation and recreational groups.

Knowles was married to Dorothy Guidry in 1943; they were divorced in 1968.

Scope and Content Note

The Historical Society holds two groups of Warren Knowles materials, with the distinction between them largely based on provenance and the legal status of gubernatorial records. The eighteen public records series which comprise Knowles' gubernatorial papers were deeded to the Society in 1970, although actual transfer from the executive office began as early as 1966. In keeping with more recent changes which define gubernatorial papers as public property, these records, although privately deeded by Knowles to the Historical Society, have been arranged and described in conformance with practices for other official state records. This finding aid does not describe the separately-cataloged records of various citizen task forces which Knowles implemented to study governmental problems; researchers should consult the catalog in order to locate this material.

Manuscript Collection 665, which is entitled the Warren Knowles Papers, was transferred to the Society in two accessions in 1956 and 1971. It includes all of the non-gubernatorial material which Knowles presented to the Society. The public records series described in this finding aid are:

This manuscript portion of the Knowles material consists of papers concerning Knowles' career in the Senate and his tenure as lieutenant governor as well as his private life. Included are correspondence (mainly 1940-1956) with family, friends, Republican political leaders, and constituents; notes; reports; speeches; press releases; campaign records from his 1940, 1944, 1954 and 1962 campaigns and from the 1950 and 1952 gubernatorial campaigns of Walter Kohler Jr.; memorabilia; and scrapbooks of photographs and biographical clippings. Also included are files concerning various civic and financial involvements such as the Bong Memorial Foundation, the Northwestern Mutual Life Insurance Company, and the University of Wisconsin Alumni association; legal records from his New Richland law practice and estate papers pertaining to his father, Judge Warren P. Knowles Sr.; and constituent correspondence of his brother Robert Knowles. Among the prominent correspondents are John Byrnes, Thomas Coleman, Glenn Davis, Frank Graass, Walter Kohler Jr., Philip Kuehn, Melvin Laird, Jack Olson, Oscar Rennebohm, Alexander Wiley, John Wyngaard, and Robert Zimmerman.

Taken as a whole, the Knowles manuscript papers are an outstanding collection for study of Wisconsin politics during the 1940s and 1950s because they offer much more extensive documentation than may be found in the collections of other Wisconsin legislators and political figures of the period. In addition, because such political collections are frequently bureaucratic and depersonalized in character, the Knowles collection is even more extraordinary because it offers researchers a large volume of personal material which allow many insights about an individual who ultimately rose to political prominence in the state.

Nevertheless, there are some gaps in the coverage. The more valuable and revealing documentation stops in 1955, no doubt because this portion of the collection was donated to the Historical Society in 1956. As a consequence, Knowles' three terms as lieutenant governor are represented only by files of official constituent correspondence and reference material. Furthermore, there is no documentation on either the 1959-1960 and 1963-1964 periods when Knowles was out of office. Particularly disappointing is the absence of any material on the 1964 gubernatorial campaign or the period prior to that campaign. There are also no materials in the collection on Knowles' career after he retired from public life in 1970.

The collection consists primarily of correspondence, together with lesser quantities of memoranda, notes, reports, speeches, campaign files, memorabilia, biographical clippings, and legal files. Documenting Knowles' private life is a large volume of correspondence with family and friends, legal and personal financial materials, and campaign records.

The early Knowles Papers consist of files created and maintained by his secretary in his New Richmond law office. It seems likely that even the 1943 constituent correspondence file was handled in this manner. (There are no similar files, however, for the 1945, 1947, or 1949 legislative sessions.) After Knowles became chairman of the Senate Judiciary Committee, he acquired the services of a secretary in Madison. It is this fact which accounts for the existence in the collection of separate Senate constituent correspondence files (designated “Madison files”) for 1951 and 1953.

Documentation on Knowles' public life, which primarily documents his career as lieutenant governor, consists of constituent correspondence for 1943, 1951, 1953, 1957, and 1961. The small size and lesser historical interest of this correspondence no doubt reflects the limited responsibilities of the office of lieutenant governor.

The collection also includes some miscellaneous legal case files of Governor Knowles' father, Judge Knowles, and 1957 constituent correspondence of Knowles' brother Robert who succeeded him in the Senate.

Much of the earlier material in the collection originally consisted of deteriorating, high-acid paper. This portion of the collection has been microfilmed and with the exception of his photograph albums and D-Day notebooks is only available in that form. The collection is arranged by documentation type, with correspondence being the most extensive.

CORRESPONDENCE is arranged by year, with various subject subdivisions thereunder. It covers a wide variety of topics ranging from his World War II V-Mail to Dorothy Knowles and many exchanges with friends concerning hunting and fishing trips to extended discussions of Wisconsin politics with other legislators and Republican Party leaders. In general, however, Knowles' political comments are more useful for a study of general political events rather than for an examination of the development of specific legislation. There are also segregated subject files in the correspondence on his various civic and financial involvements such as the Bong Memorial Foundation, the University of Wisconsin Alumni Association, and the Northwestern Mutual Insurance Company. Also included here are photograph albums from Carleton College, a 1937 trip to Mexico, and his tour of duty on the USS Nevada.

Campaign records in the correspondence document Knowles' 1940 and 1944 Senate campaigns, his 1954 lieutenant governor's race, his abortive 1962 gubernatorial campaign, and the 1950 and 1952 gubernatorial campaigns of Walter Kohler Jr., in which he played a key leadership role. Such files include not only correspondence, but also campaign literature, statistics, planning material, and reports.

The Knowles correspondence has not been indexed, but researchers on Wisconsin politics will find letters to and from virtually every major Wisconsin Republican for the period 1940-1956. Among them are John Byrnes, Thomas Coleman, Glenn Davis, Frank Graass, Walter Kohler Jr., Philip Kuehn, Melvin Laird, Jack Olson, Oscar Rennebohm, Alexander Wiley, John Wyngaard, and Robert Zimmerman.

PRESS RELEASES consist of notices issued as senator and as lieutenant governor, as well as items pertaining to various electoral campaign. SPEECHES includes drafts and final copies of formal remarks made from 1945 to 1964, together with two recorded speeches and sounding recordings of several shorter items. It is unlikely that this file represents a complete record of his pre-gubernatorial speeches and remarks.

MEMORABILIA AND BIOGRAPHICAL INFORMATION consists of microfilmed biographical newspaper clippings and general career and campaign memorabilia. This section does not include buttons or other Knowles political artifacts which are housed with the Museum collections. Non-gubernatorial scrapbooks in the collection are available in the Visual and Sound Archives.

The collection also includes a segment of LEGAL FILES which includes records of some miscellaneous cases of Judge Knowles and a chronological legal correspondence file of Warren P. Knowles III. A large portion of both of these files pertains to the Weyburn Security Company and to the management of its complicated land holdings as part of Judge Knowles' estate.

General correspondence of Warren P. Knowles during his tenure as governor. The series consists of an alphabetical subject file containing correspondence from constituents, legislators, state and party leaders, and governmental executives; memoranda; notes; reports; and background material. Topics which are particularly well documented include the economic development of the state, highway safety, conservation and the environment, the state budget and taxation, and education. In addition there are significant files on civil rights, student protests at the University of Wisconsin against the Vietnam War, and Republican electoral politics.

This series contains the bulk of the Knowles gubernatorial papers, and it is, as a result, the most important source for research on his administration. Unlike the more specialized series described below, this series includes a variety of types of documentation including correspondence, memoranda, notes, reports, and background material. Used together with the other gubernatorial series, it provides a comprehensive record of the Knowles years as well as an excellent picture of the operation and administration of the executive office.

The material, which originally amounted to about 200 cubic feet, was transferred to the Archives in increments beginning in 1966. After extensive weeding, the series was organized essentially as it was in Knowles' office - an alphabetical subject file within each calendar year. Unfortunately, the governor's staff did not utilize subject titles consistently. To overcome this difficulty, the container list includes references to alternate file headings. However, this cross referencing is not comprehensive, and the researcher should be prepared to seek other related topics in the container list.

Within the files, researchers will find material of differing levels of importance. There are many letters concerning issues high-level policy from legislators, political leaders, businessmen, and department heads, but one can also find numerous letters with ordinary citizens concerning various problems with state government and replies drafted by agency personnel for the governor's signature. Such constituent correspondence, which is generally filed by the name of the state agency to which the inquiry referred, has been extensively weeded to remove items of limited historical value.

Breaking from standard archival practice, the individual folders in this series have not been physically rearranged. Instead, the container list serves as an index, bringing all folder titles together into one alphabetical list. As a result, browsing within boxes may not be particularly useful for this series, and researchers are urged to rely upon the container list as their primary aid for identifying material of interest. Series 2136, an additional finding aid, consists of a name index to the correspondence.

Among the topics of most interest are materials on Knowles' major legislative initiatives - state economic development, water pollution legislation, highway safety, education, and taxation. Because his administration coincided with the social upheaval of the 1960s there are also significant files on civil rights and the student protests against the Vietnam war at the University of Wisconsin. The series also includes files on Knowles' electoral campaigns, although these are not as extensive as the material in the William Kraus Papers or the McDonald Davis Records.

Microfilmed scrapbooks containing news stories, columns, and editorials about Governor Knowles, his election campaigns, and his administration. The articles were primarily gathered by clipping services from Wisconsin's major daily and weekly newspapers. About 95% of the material is arranged chronologically, with the final reel containing clippings from four newspapers and two subject files on pollution and safety. Because of their deteriorating physical condition, the clippings were microfilmed and the hard copy discarded in 1980.

Official photographs primarily used for publicity purposes and prints of editorial cartoons concerning the Knowles administrations. These two lots were weeded from approximately 6 cartons of photographs received by the archives pertaining to the Knowles Administration. Two small lots concerning the “We Like It Here” campaign and a Paint-up, Fix-up, Clean-up Day in Hurley, Wisconsin have been listed as part of the governor's general correspondence. Slides taken by Alton Black in 1969 while on a trade mission with Governor Knowles to South America.

General files of Arvid Sather, Richard Malmgren, and Frederick H. Miller, pardon counsels of Governor Warren P. Knowles. The files of Arvid Sather which cover the period 1965-1968 were received in a highly disorganized condition. They contain correspondence, memoranda, and other reference material grouped into general categories such as civil rights demonstrations in Milwaukee, fair housing and equal employment, highway safety, and various interstate compacts related to water pollution and water quality issues. Sather's file on civil rights are among the most valuable documention in the Knowles gubernatorial files on civil rights in Wisconsin during the 1960s. The Malmgren/Miller files are combined and were more highly organized when received. Extensively documented therein are the counsels' work on the Governor's Committee on Eminent Domain and the State Group Insurance Board.

Included are extensively weeded files containing letters of congratulations and thanks, routine requests, non-administrative correspondence to friends of Knowles, letters not requiring a reply, correspondence transferred to the State Archives in an unfoldered condition, and other miscellaneous correspondence. Much of Knowles' correspondence from the latter part of 1970 has been filed in this series. Also of note is some post-1964 election correspondence of Ody J. Fish.
