Legislative papers of a Democrat from Cazenovia, Wisconsin, who represented the 50th Assembly District (1970-1982) and who was best known for her leadership of the legislative opposition to abortion. Included are constituent correspondence; legislative, subject, and committee files; and press releases, speeches, scripts (on microfilm) and recordings of her weekly radio broadcasts. Information on her opposition to abortion in Wisconsin is extensive, as is material on smoking, alcohol, railroad abandonment, and the University of Wisconsin College of Veterinary Medicine, although her reputation on these issues was less well known. Committee files relate to Tourism, Recreation, and Economic Development, the Special Study Committee on State-Supported Programs; State-Federal Relations; and other committees which she headed or on which she served. Biography/History
Democratic state legislator and anti-abortion advocate Joanne M. Duren was born in Cazenovia, Wisconsin, on October 11, 1931. After attending local schools, she graduated from Madison Business College in 1950 and established her own secretarial and tax service in Richland Center. In 1965 she became an employee of the State Legislature, working on the staffs of the chief clerk, 1965-1966; the Legislative Council, 1966-1967; and Minority Floor Leader Fred A. Risser, 1967-1968. From 1969-1970 she was director of the Richland Center Chamber of Commerce. During the same period she served as chair of the Office Occupations Committee of the Southwestern Wisconsin VTAE District 3.
Her political career began before women were active in electoral politics in Wisconsin. In 1966 she ran unsuccessfully for the Assembly. As secretary of the Third Congressional District Democratic Organization, she made a second unsuccessful campaign for the legislature in the next election. In 1969 she served as secretary of the Richland County Democratic organization and chair of the district's Committee for an Effective Legislature. In the following year she made a third try for the Assembly; this time she was victorious. At that time she was one of only four women in the legislature. Joanne Duren was reelected by her district five times.
Key committee appointments which Duren held during her tenure in the legislature included chair of Tourism, Recreation, and Economic Development (1975-1982) and State-Federal Relations (1981-1982) and vice-chair of Aging, Women, and Minorities (1981-1982). In addition she served on the Education Committee from 1971 through 1979 and the State-Supported Programs Study and Advisory Committee from 1975 to 1977. Other appointments are noted in biennial editions of the Blue Book. During her tenure in the Assembly Duren gained a statewide reputation for her opposition to abortion, and she sponsored numerous bills to restrict practices in Wisconsin. In addition to legislative efforts against alcohol, drugs, and smoking, Joanne Duren played an important role in the establishment of the College of Veterinary Medicine at the University of Wisconsin.
Since leaving the legislature she has served as chief clerk of the Assembly.
Scope and Content Note
The Joanne M. Duren Papers relate almost solely to her years in the Assembly and consist of constituent correspondence; legislative, committee, and subject files; and radio scripts. Only a few scattered items in the subject files relate to her career prior to holding public office.
The constituent correspondence is filed chronologically by session and then alphabetically by community. The majority of this mail came from the 50th District, although there are files of Capitol and out of district mail and of form letters. Individual folders on Madison and Milwaukee are included with the mail from the district communities. Copies of some letters appear to have been interfiled in other portions of the collection.
The legislative bill files are also arranged by session and then subdivided by Assembly and Senate bill number. Included are correspondence, memoranda, and
Committee files include correspondence, memoranda, hearing testimony, minutes, and sound recordings. The files pertaining to committees which she chaired such as Tourism, Recreation, and Economic Development and State-Federal Relations are especially complete and are of great research value. Also substantial are the files on the State Supported Programs Study and Advisory Committee and the Assembly's Special Committee on Telephone and Electricity Rate Disparities. Surprisingly, however, there are no paper files on her work on the Education Committee. Because the container list could not accommodate full descriptive information on the Tourism, Recreation, and Economic Development tapes, researchers interested in the work of this committee should also consult the appendix to the register.
The subject files are among the most valuable parts of the collection. Here the researcher will find correspondence, memoranda, and reference material relating to Duren's involvement with various advocacy groups and other legislators in her efforts to restrict abortion. Other substantial files relate to alcohol and drug abuse, smoking, railroad abandonment, and the establishment of the University of Wisconsin College of Veterinary Medicine. This section originally contained three cubic feet of questionnaires which were discarded, although summaries of results have been retained.
Of considerable interest are the recordings, scripts, and research material pertaining to her weekly radio broadcasts about legislative activity. In 1986 the scripts and handwritten notes used in preparation of the talks were microfilmed and returned to the donor. Retained in hard copy form were unedited materials used in preparation of the scripts. A subsequent accession of biographical clippings was also filmed and returned to the donor.
