Abstract:
Records of the Wisconsin Division of the National Farmers Union, a group which promoted economic cooperation among farmers, lobbying for agricultural programs, education for members, and youth programs. Some of the services established by the Wisconsin Farmers Union are the Farmers Union Central Exchange (CENEX), the Farmers Grain Terminal Association, the Farmers Union Livestock Association, and the Farmers Union Insurance Corporation. Consisting of correspondence and a subject file, the records document the administration, policies, and political stances of both the national and state organizations. Very few records predate 1942. The materials include copies of records from the national organization such as financial records, minutes, reports, speeches of President James Patton, position papers, and press releases. Information is present on the organization's relationship with the American Dairy Association of Wisconsin and the Wisconsin Association of Cooperatives, its lobbying activities, youth programs, charges of communist sympathies within the organization, its service organizations, and other topics. Prominent correspondents include Kenneth W. Hones, Merlin Hull, Lester Johnson, Melvin R. Laird, Joseph R. Biography/History

The National Farmers Union (NFU) was founded in Texas in 1902. Since 1907, its official title has been the Farmers Educational and Cooperative Union of America. The founders of the NFU had experienced the agrarian unrest in the South which had taken definition in the Populist or People's Party and had mobilized farmers against exploitative banks and railroad companies. Membership in the newly-created NFU grew quickly in the South; and by the First World War the NFU was extending into the Great Plains states and the Midwest. By the 1920s, the NFU had essentially died in the South, along with the Populist movement. Since then, the strongest bases of the organization have been in the Great Plains states and in the Upper Midwest.

As established at its incorporation, the National Farmers Union has represented the cause of the family farmer. The NFU ideal has been the agrarian egalitarianism espoused by Thomas Jefferson. Traditionally, the NFU has advocated: large governmental support for family farmers; increased rural education; rural electrification; and public ownership of banks, utilities, and insurance companies. Of the three major farm organizations--the Farm Bureau, the Grange, and the NFU--the one most politically liberal has been the NFU. The NFU has not only proposed increased government farm programs, but also has taken progressive stands on the issues of civil rights and world peace. Such a program during the “Red Scare” of the 1950s led to accusations of communism within the organization. A handful of Communists had infiltrated the NFU, but these were quickly purged. In 1951, the NFU won a libel suit against the Farm Bureau, which had referred to the NFU as “communist-dominated.”

In the 1920s the NFU began spreading into Wisconsin, organizing local branches. The rapid growth of the NFU in those years has been attributed, in part, to the progressive tradition of Wisconsin, as well as to the prevalence of ethnic Germans and Scandinavians, who were accustomed to cooperative ideas. In 1930, sufficient membership had been attained to permit the creation of a statewide organization, and the Wisconsin Farmers Union (WFU) was created. Its official title has changed several times, but since 1943 it has been: Farmers Educational and Cooperative Union of America, Wisconsin Division.

The Wisconsin Farmers Union prospered in the New Deal years, rising in membership from 3,788 in 1931 to 15,587 in 1947. The next decade, however, the years of the “Red Scare”, saw the WFU fall to as low as 6,412 members in 1952 and then rise again to 12,611 in 1956. Today [written in 1979] the WFU is a productive concern, which participates in the common activities of the National Farmers Union, especially in the lobbying in Congress on behalf of active government farm programs, and in the work of its service organizations such as the Farmers Union Central Exchange (Cenex), the Farmers Union Grain Terminal Association, the Farmers Union Livestock Association, and the Farmers Union Insurance Corporation.

In the first forty-nine years of its history, the Wisconsin Farmers Union had only four presidents: A.N. Young (1930-1933), Kenneth W. Hones (1933-1959), Gilbert Rohde (1959-1979), and Leland Mulder (1979- ). It was during the tenure of state president Kenneth Hones that the WFU was solidly established. Hones was notable in helping to establish the vibrant youth education program of the WFU, of which one high point was the completion in 1951 of the WFU summer youth camp, Kamp Kenwood (named after Ken Hones), located at Chippewa Falls on Lake Wissota. During his presidency, however, Hones was perhaps better known for his virulent anti-communism, which led to a stringent purge of Communists within the WFU. Hones' allegedly highhanded acts, in the purge and in other matters, caused his detractors, among them the Committee for a Better Wisconsin Farmers Union, to call for his resignation. Hones did not resign, however, until he had completed twenty-five years as WFU president.

Scope and Content Note

Although the records of the Wisconsin Farmers Union span the years 1924-1969, only a few documents are present for years prior to 1942. The collection is organized in two series, Correspondence, and a Subject File. Materials relating to many persons, organizations, and topics appear in both the Correspondence and the Subject File series.

CORRESPONDENCE comprises approximately one-half of the total collection, and most of it dates from 1943 to 1969. Roughly one-third of the correspondence is general, and the remainder falls under various specific topics, mostly names of persons and organizations. These are arranged alphabetically by topic and chronologically thereunder. The Union's emphases on economic cooperation and political lobbying are clearly seen throughout this series.

The extensive files of the Director of Education (filed under “E”) illustrate the importance of education in the promotion of interest in the Farmers Union and in Farmers Union projects.

The National Farmers Union correspondence (filed under “N”) is also large and diverse, and includes correspondence of: NFU legislative secretary in Washington, D.C., John Baker; NFU national secretary Tony Dechant; NFU national education director Gladys Talbott Edwards; NFU Legislative Services associate director Reuben Johnson; National Union Farmer editor Bob Lewis; NFU president James Patton; NFU legislative secretary Russell Smith; National Union Farmer editor Benton Stong; and general correspondence of the NFU.

Filed with the United States Government correspondence (filed under “U”), under “Congressmen and Senators, General,” are letters of interest from Melvin Laird, Joseph McCarthy, Alexander Wiley, and others. (The Telegrams section [filed under “T”] also contains much correspondence with Congressmen). The correspondence of Merlin Hull, Ninth District Congressman and longtime friend of the WFU, as well as that of Hull's successor, Congressman Lester Johnson, also a popular figure with the WFU, is filed under their respective names. Correspondence with numerous federal agencies is also found. The correspondence with the Selective Service System (in the “United States Government” files) shows the concern of the WFU at the loss of farmers to the armed forces.

The Wisconsin State Government correspondence (under “W”) is important in detailing the relationship of the WFU to various state agencies, and illustrates the lobbying efforts of the WFU at the state level. Included is correspondence with: Assemblymen and Senators; the Conservation Department; the Department of Agriculture; governors Walter Kohler, Gaylord Nelson, John Reynolds, and Vernon Thompson; and the University of Wisconsin Agriculture Extension Service.

Also included in the series is a large amount of correspondence concerned largely with administrative and local matters of the organization itself.

The SUBJECT FILE series, 1924-1969, comprises roughly one-half of the collection, and is arranged alphabetically by topic and chronologically thereunder. About half of the papers in this series come from the WFU; another quarter originated with the NFU; and the remaining quarter have their origins in various organizations whose activities overlap those of the Wisconsin Farmers Union. In this latter group, significant sections include the following: American Dairy Association of Wisconsin, Farmers Union Central Exchange, Farmers Union Grain Terminal Association, Farmers Union Marketing and Processing Association, “Farmers Union on the Air,” Green Thumb, Wisconsin Association of Cooperatives, and Wisconsin Electric Cooperative. Within the various files are found incorporation papers, financial records and reports, and general reports of many kinds, both private and governmental, which touch on the economic and political aspects of farm issues in the 1940s, 1950s, and 1960s.

The National Farmers Union section, 1943-1969, illustrates the many areas of the NFU operation. Included among others are the following subdivisions: the reports of John Baker, NFU legislative secretary in Washington, D.C.; Tony DeChant, NFU national education director; financial papers, records, and reports, which show the financial standing of the NFU; the Legislative Services Division, dealing with NFU concerns in Congress; Minutes of NFU meetings, mostly meetings of the National Board; a large section containing the personal reports, speeches, and public testimony of James Patton, NFU president, which provide a valuable picture of the NFU's understanding of current issues; Press Releases, concerning NFU political stances; and a large section of Reports and Miscellaneous papers relevant to NFU positions on many current issues. Closely related to the National Farmers Union papers are the files under “National Farmers Union Service Corporation,” which is largely concerned with selling low-cost life and casualty insurance to NFU members.
