Legislative papers of Fred A. Risser, a Wisconsin Democratic leader who represented the city of Madison in the Assembly, 1956-1962, and the Senate, 1962-2021. Documentation on his career includes correspondence from constituents and other legislators; subject files; committee files pertaining to participation on the State Building Commission, the Joint State of Wisconsin-City of Madison Planning Committee, and various other committee appointments; and press and campaign materials. Topics which are well covered include abortion, birth control, the Senate Democratic Caucus, the renovation of the state capitol, the Clean Air Act, legal definition of death, and the 1974 Committee for a Democratic State Senate.

Biography/History

Fred A. Risser was born to his career as a leader in legislative politics in Wisconsin. His father, Frederic E. Risser, was a state legislator and a leader in the Progressive Party; his grandfather, Ernest N. Warner, a supporter of the La Follette Republicans, served in the Assembly during the 1905 session; and his great-grandfather Clement L. Warner served in the Senate (1867-1868) and the Assembly (1883-1884).

Fred A. Risser was born in Madison on May 5, 1927. He attended local schools and after graduation served in the Navy during World War II. After the war he resumed his education at Carleton College and the University of Wisconsin but completed his baccalaureate degree at the University of Oregon (1950). In 1952 Risser also received a law degree from the University of Oregon. Shortly thereafter he returned to Madison to join his father's law firm.

Risser began his political career in 1956 with a successful campaign for the Assembly representing the central Madison district. After reelection to the Assembly in 1958, he moved to the Senate in 1962 in a special election and has since continued to be reelected by Madison voters without interruption.

In 1965 the Senate elected Risser assistant minority leader; for the 1967-1973 sessions he was minority leader. In these positions he demonstrated a sound mastery of parliamentary procedure and a strong presence in partisan debate. When the Democrats won control of the Senate in the 1974 elections, Risser advanced to president pro tem (1975 and 1977) and after the creation of the post in 1979 to president of the Senate. He served as the President of the Wisconsin Senate on five separate occassions: 1979 April-1995 January, 1996 January-1998 January, 1999 January-2003 January, 2007 January-2011 January, and 2012 July-2013 January.

As a result of his leadership positions, Risser has served on numerous important legislative committees. These posts are detailed in biennial editions of the Blue Book. He has also been prominently identified with liberal legislation on birth control, women's rights, and the Vietnam war and for his strong advocacy of the environment and the interests of the University of Wisconsin and the city of Madison.

On March 26, 2020, Senator Fred Risser announced he would not seek another term in 2020. As of 2022, he holds the record as the longest-serving state legislator in United States history.

Scope and Content Note

The Fred A. Risser Papers consist almost entirely of documentation on his legislative career, with the bulk of the documentation covering the 1958-1974 period. There are no personal or legal papers, and except for clippings almost no documentation pertaining to his reelection campaigns. However, in a separately catalogued interview with former Society archivist Frank DeLoughery (Audio 601A and SC 1131), Risser discussed his family history, as well as his legislative responsibilities. (The Society also holds the manuscript papers of Frederic E. Risser and Ernest N. Warner.)

The original collection is arranged into five series: CORRESPONDENCE, SUBJECT FILES, COMMITTEE FILES, JERRY EMMER REFERENCE FILES, and BIOGRAPHICAL MATERIAL. Both the correspondence and the subject files, together the largest portion of the collection, date from the late 1950s through 1974 and are arranged by legislative session. Researchers should be aware, however, that divisions between the two-year sessions are not always precise. For both of these sections the documentation on the 1969-1970 legislative session is quite scarce.

The CORRESPONDENCE consists of letters to and from constituents and others filed alphabetically by name. After the 1965-1966 session, correspondence filed by topic may also be found. Many prominent Wisconsin politicians such as Robert Kastenmeier, Patrick J. Lucey, Gaylord Nelson, and Paul Soglin have segregated correspondence files.

The SUBJECT FILES have been extensively weeded, with the remainder consisting primarily of documentation about Risser himself and his legislative activities and material which is not more readily available in published or other archival sources. In general the subject files pertain to the legislative process and the inner workings of the Legislature, and the contents include material issued by lobbyists and advocacy groups and by other legislators. Files dating from the late 1960s and 1970s contain numerous memoranda and reports prepared by the staff of the Senate Democratic Caucus. Topics which are well covered include abortion, family planning, and the 1974 Committee for a Democratic Senate. The subject files also include many press releases, form letters, speeches, and statements issued by Risser's office.

When the oringinal collection papers were processed no constituent correspondence or subject files had been received by the Society for the post-1974 period, the documentation which had been received (COMMITTEE FILES), has been treated as a separate series. Included are alphabetically-filed material on the Joint Committee on Employment Relations, the Legislative Council, and the State Building Committee. Also includes, because of its volume, correspondence, minutes, clippings, and other documentation of the Joint State of Wisconsin-City of Madison Planning Committee, 1968-1972. These files document the planning attendant to the state's decision to concentrate its offices in downtown Madison, a decision in which Risser was instrumental. The documentation on JOCER, the Legislative Council, and the State Building Commission have all been extensively weeded to remove information which can be found in the files of those organizations.

Of uncertain provenance but related to the Madison Planning Committee files are JERRY EMMER REFERENCE FILES which appear to be copies of correspondence and other papers of Jerry Emmer, DOA Building Commission Program Coordinator.

The BIOGRAPHICAL MATERIAL consists of three reels of clippings about Risser and issues with which he was involved.

Additions, 1956-2001, consisting of files mainly from Risser's career in the state Senate document his participation on the State Building Commission and his legislative work. Files include information on the renovation of the State Capitol building, the legal definition of death, fireworks restrictions, and the Clean Air Act. Also included are correspondence files between Senator Risser and other state legislators and constituents. Press and campaign materials and speeches are interspersed throughout the legislative files.
