Abstract:
Records of Memorial Union Labor Organization (MULO), an independent labor union which represented part-time student workers and limited term employees (LTEs) at the student unions on the University of Wisconsin-Madison campus from 1971-2004. MULO went on strike three times, in 1972, 1976, and 1980. Membership numbers went down shortly after the 1976 strike and did not go up until the spring of 1980. Throughout MULO's history, the organization was very active in the bargaining process, filing grievances, supporting other unions and organizations such as United Farm Workers, and trying to improve working conditions for student and limited term employees. The materials in this collection date from 1971-2004, with the bulk of the records documenting the 1980s and 1990s. Included in the collection are minutes of several committees and the Stewards' Council; correspondence and other administrative records; membership records; graphics, flyers, and posters used for promotional purposes; Collective Bargaining Agreements, 1988-2004; grievances filed by student and limited term employees; files on other labor unions and organizations; and an alphabetical subject file. MULO also published a newsletter which can be found on microfilm in the Wisconsin Historical Society Library.

Biography/History

The Memorial Union Labor Organization (MULO) was an independent labor union which represented part-time student workers and limited term employees at the student unions (Wisconsin Union) on the University of Wisconsin-Madison campus. MULO was begun in 1970 by a group of Wisconsin Union workers to democratize power within the Wisconsin Union system and enable students and workers to exercise primary control over the Wisconsin Union's operation. It was also felt that through MULO, workers would have a strong, effective medium to voice their concerns. In April 1971, a formal constitution was written and MULO was finally recognized as the exclusive bargaining agent on December 20, 1971. In January 1972, MULO began bargaining with the management of the Wisconsin Union for their first contract.

The bargaining process was slow and the student union management (management) refused to discuss several key issues of great importance to MULO. In 1972, these key issues included: wages and fringe benefits, increased participation in decision making, and ecologically responsible practices. Due to management's reluctance to bargain, on April 19, 1972 MULO voted to strike in order to enforce contract demands. The strike lasted until the end of May when a compromise was finally reached. The MULO membership formally ratified the resulting contract on May 26, 1972.

In 1976, bargaining again broke down after management refused to bargain on some issues concerning wages and working conditions. MULO wanted to increase wages for all student and LTE employees as well as improve working conditions such as leaking pipes above wash stations and the existence of asbestos. With the support of 80% of its membership, MULO again went on strike. With the end of the semester fast approaching and the imminent departure of student members, MULO signed a contract after only three weeks of striking.

Following the 1976 strike, MULO membership began to decline because employees were frustrated with the strikes and they thought the 1976 contract was weak. Leadership of the union was confined to a small, elite core within the union. MULO was always affected by the high turnover rate in student employment and in 1976 this began to take its toll. Active members left without finding replacements and in 1978 only one officer remained. Virtually nothing was done in 1978 except for the bargaining of a 23-month contract. By the fall of 1978, activity had come to a standstill.

In February 1979, signs were present that some of the remaining members were interested in reorganizing MULO. MULO began conducting regular meetings again, filing grievances, and publishing a bi-weekly newsletter on a regular basis. Due to these efforts, membership rose sharply. By the following spring, MULO had regained its former strength. Approximately 50% of eligible workers had joined, enabling MULO to bargain the strongest contract of its ten year history. Subsequent contracts were negotiated every two years without the severe bargaining problems that had characterized the early 1970s. During this time, MULO also concentrated its attention on health and safety protections, grievance representation, and support of other labor and community groups.

MULO again went on strike in 1980 due to another break down of negotiations over similar issues as in the past. In 1984, MULO voted to strike again but in the end bargaining was successful and the strike was avoided. MULO operated successfully, and without striking, between 1984 and 2004 when they officially became defunct due to lack of interest and the decline of the labor movement.

Scope and Content Note

Unfortunately the records of the Memorial Union Labor Organization contain little information about the unrest and strikes that characterized its early years. For a study of that period researchers are referred to the Daily Cardinal index in the University of Wisconsin Archives. The records here are much more complete concerning the second phase of the union's history, documenting not only its own internal administration but also its active support of other unionized workers, especially the United Farm Workers. The records are organized as Administrative Records, Financial Records, Activities, and an Alphabetical File.

This collection is divided into four series: ADMINISTRATIVE RECORDS, FINANCIAL RECORDS, ACTIVITIES, AND SUBJECT FILE

The ADMINISTRATIVE RECORDS include minutes and notes of the Stewards Council, the body responsible for the daily functioning of the union. Also included are files on other committees including Bargaining, Grievances, Health and Safety, Management, and Membership. The correspondence here consists of some form communications from the Wisconsin Union regarding policies and procedures, as well as a few letters and memoranda relating to the early history of the organization.

FINANCIAL RECORDS consist of printouts of the “dues taken” section of the University payrolls, 1973-1985 (in effect the only membership records of the organization); incomplete files of bank statements, 1971-1988, and some miscellaneous financial and tax information.

ACTIVITIES are divided into files on contracts, discipline, and support of other organizations. The contract files include a complete run of printed contracts covering the period 1973-1988, as well as some general information relating to the bargaining process. Of special note among the latter is a critique of the 1976 strike and documentation of the strike vote taken (but not implemented) in 1984. The discipline files are a sampled remnant of a large quantity of routine documentation concerning various levels of disciplinary action to which members were subject. Generally, because of the routine nature of the early steps in the disciplinary process only documentation concerning the more serious infractions has been retained. Support of other organizations is represented by correspondence, handbills, and mailings. Most extensive (but only a single folder) is the information on MULO's support of the United Farm Workers boycott.

The SUBJECT FILE is a reference subject file created by the union for information on contracts, endorsements, legislation, work rules, wage information, etc., and is arranged alphabetically. Among the information about MULO itself that is filed here, the supervisor evaluations are most notable.

Scope and Content Note

The materials in this collection date from 1971 to 2004, with the bulk of the records dating to the 1980s and 1990s. The major subject documented in this collection is the organization's role in contract bargaining. There are documents related to bargaining which span almost the entire life of the organization, although the later years are poorly represented. These materials include Bargaining Committee meeting minutes, Collective Bargaining Agreements, contract proposals and counter proposals, and documentation of the strikes (and near strikes) that resulted in the breakdown of contract negotiations.

This collection is divided into five series: ADMINISTRATIVE/FINANCIAL, PUBLICITY/PRESS, ACTIVITIES, SUBJECT FILE, and VISUAL MATERIALS. Both the ADMINISTRATIVE/FINANCIAL and ACTIVITIES series are also divided into sub-series.

The ADMINISTRATIVE/FINANCIAL series provides information on the operation of the organization on a day-to-day basis and includes a wall calendar from 1983, meeting minutes, correspondence, policies, financial records, memos and information on MULO's history and background. Two sub-series include Committees and Financial records.

Committees, 1969-2003, includes mainly meeting minutes of the different committees formed by MULO. The committees included in this collection are Bargaining, Diversity, Health and Safety, Membership, and Organizing. There are also many accident and injury reports, an employee handbook, and some membership information such as a membership list from 1989-2000.

The Financial records, 1972-1999, include account/receipts paid, an arbitration account, lease/rental information, grant applications, and strike fund paid applications from 1972.

The PUBLICITY/PRESS series includes copies of flyers, graphics, and logos used by MULO to advertise meetings, strikes, and benefits. The series also includes press coverage of the organization as well as press releases issued by MULO. There is also one document that contains a small amount of general information about the newsletter, MULO News, issued by the organization. Copies of MULO News have been microfilmed and are available in the Wisconsin Historical Society Library.

The ACTIVITIES series is the most extensive and covers all the activities which MULO participated in or organized. The activities included are Bargaining, Elections, Grievance/arbitration, Support for other organizations, and Workplace inspections/tours.

The Bargaining sub-series, 1972-2004, covers the entire life of the organization. It includes Collective Bargaining Agreements from 1988-2004 along with “A guide to the contract between MULO & the Wisconsin Union;” unbound, annotated agreements; general bargaining material from 1990, 1994, 1999, and 2000 as well as information on contract education; copies of contract proposals and demands, including a mid-strike proposal from 1976; information about strikes from 1972, 1980, and 1984; tape recorded bargaining sessions, mainly from the mid-1980s; and documents from state level bargaining from 1999.

The Elections sub-series contains ballots from several different MULO officer elections, mostly from the 1980s. The ballots include the names of the nominees and how many votes they received.

The Grievance/arbitration sub-series, 1974-1999, includes examples of arbitrations, lists of available arbitrators, general information about the grievance process, and grievances filed pertaining to health and safety issues as well as personal issues.

Support for other organizations, 1971-1999, includes information MULO collected pertaining to other labor organizations which they supported or in which they were interested.

Workplace inspections/tours, 1986-1999, consists of inspection and tour forms completed while inspecting working conditions in the Wisconsin Unions. This sub-series also includes photocopies from a photo album of photographs of working conditions, probably from 1986. The original photographs are located in the visual materials series with call number PH 6539.

The SUBJECT FILE series, 1973-2000, is a set of reference files created by the union on various topics such as local and national labor unions, wage issues, eliminating asbestos in the workplace, and job classification issues. This series is arranged alphabetically.

The VISUAL MATERIALS series consists of photographs of working conditions, probably taken in 1986. The photographs show leaking pipes located above work stations and the existence of asbestos. This series also includes a group of 22 posters, some of which date to 1976. The posters were used to advertise meetings, gain support for bargaining issues, and to advertise strikes.
