Abstract:
Papers of James S. Haney, a Neenah, Wisconsin paper company executive, lawyer, and Republican Party activist. Haney was active in Republican and student politics throughout his years at the University of Wisconsin, 1963-1972, and was a part-time aide to Governor Warren P. Knowles. Following graduation from law school, Haney served as chairman of the Dane County Republican Party, 1973-1974, and as chairman of the New Republican Conference, organized to recruit moderate Republican candidates and to develop Republican alternatives in Wisconsin. The papers include correspondence, mostly pertaining to Haney's political activities, including reference to national, state, and county conventions, fundraising, campaigns, and recruitment. Also included are copies of Knowles' speeches, press releases, and bulletins; correspondence of Knowles' executive secretary, Paul Hasset; form letters used in the governor's office; and newsletters, press releases, committee reports, and miscellany relating to various political groups and events from 1962 to 1974.

Biography/History

James S. Haney, Neenah, Wisconsin paper company executive, lawyer, and Republican partisan, was born on January 10, 1945 in Amery, Wisconsin, the son of Alvin Monroe and Verna M. Haney. He graduated from Amery High School as co-salutatorian in 1963, having spent his junior year as an American Field Service Exchange Student in Denmark. Haney received a B.A. degree in political science from the University of Wisconsin in 1967. While at the university, Haney was a senator of the Wisconsin Student Association, 1965-1966; chairman of the University of Wisconsin Young Republicans (UWYR), 1966; a member of the Wisconsin Union Forum Committee, 1966; and a member of the Student-Faculty Committee on the Selective Service System, 1966. He earned a Doctor of Law degree from the University of Wisconsin Law School between 1967 and 1972. During part of those years, from June 1966 through December 1968, he was a part-time aide to Governor Warren P. Knowles. He also participated in the Student Bar Association, 1967-1972; served in the Army as a military personnel specialist, February 1969 to September 1970; and was a faculty member at Madison Business College, January 1972 to March 1974. Following graduation from law school, Haney was associated with the Smith and Schultz law firm in Madison until March 1974 when he became public affairs director for the Bergstrom Paper Company in Neenah. In August 1976, Haney also accepted the position of assistant secretary of Bergstrom Paper Company.

Haney's active participation in politics began in 1959 when he founded the first teenage Republican organization in Wisconsin. This Polk County (Amery) group was active through the 1960 presidential election. As noted above, Haney remained immersed in Republican and campus politics through his years at the university. Before moving to Winnebago County in 1974, Haney was chairman for one year of the Dane County Republican Party, and more recently has been chairman of the New Republican Conference, which was organized in the mid-1970s to recruit moderate Republican candidates and to develop Republican alternatives in Wisconsin.

Haney married Ann Jansen Nelson on August 21, 1976. He has one son, Eric, by his first wife, Camille.

Scope and Content Note

The James S. Haney Papers are arranged in five series: general correspondence; Young Republicans; Republican Party; Governor Warren Knowles; and a subject file. The GENERAL CORRESPONDENCE file, 1965-1974, contains letters pertaining to most of Haney's political activities. The letters are filed chronologically. Other correspondence will be found throughout the collection under subject headings.

Papers dealing with the YOUNG REPUBLICANS (YR) consist of general documents of the National Young Republican (NYR) Syndicate, 1965-1967; national (1967), regional (1966-1967), and state (1965-1967) YR conventions; and YR activities and programs such as leadership seminars and University of Wisconsin volunteer recruitment. Also included are copies of the Capitol Report, 1966-1968, and the Wisconsin Young Republicans, 1965-1968, pamphlets published by the Young Republicans. YR newsletters are filed with News-letters in the Subject File.

The REPUBLICAN PARTY (GOP) segment pertains to party activities on the national, state, and county levels. Materials relating to the national organization consist of items from the 1972 convention. Under the Wisconsin section of this series are found convention materials from 1964, 1966, 1973, and 1974, as well as some miscellaneous papers. The Dane County file includes caucus reports, 1974; executive committee minutes, March-June 1973; letters, bills, and menus from Lincoln Day fundraising dinners, 1972, 1974; and youth recruitment committee notes. Filed here, also, are papers dealing with party reform, 1973-1974, and miscellaneous campaign materials, 1966-1974. Other miscellaneous pieces are filed under each subject heading.

Papers dealing with GOVERNOR WARREN KNOWLES were collected by Haney during the period Haney was a part-time aide in Knowles office. They consist of a biographical file, 1965-1966; copies of the bulletin, “The Governor Reports,” December 1965-September 1966; form letters used in the governor's office; and a few copies of Knowles campaign materials, correspondence by Knowles' executive secretary, Paul Hassett, speeches and statements by Governor Knowles, items relating to the 1968 Governors' Conference, press releases, and miscellany. All of these items date between 1965 and 1970.

The SUBJECT FILE contains papers, 1962-1964, on the candidate committee of the Dane County Republican Club; the re-election of Mayor William Dyke committee, 1973; the Wisconsin GOP convention debating the issue of forced endorsement of party candidates in the primary election, January 1974; and the proposed visit to Wisconsin of Colorado Governor John A. Love in 1973. Also included are newsletters; press releases; correspondence and reports from the Student-Faculty Committee on Selective Service, 1966; materials on a fundraising dinner at which Congressman William A. Steiger was speaker in 1973; papers relating to the University of Wisconsin Student Association, Student Rights Party, 1965; and miscellany.

Scope and Content Note: Additions, 1974-1984, documenting the New Republican Conference (NRC) and consisting of conference minutes and agendas, proposals, public relations materials, correspondence, and campaign materials. Conference records consist of committees organized under the association and papers compiled by the executive secretary including Todd Berry and James Haney. The NRC also compiled a scrapbook of news articles analyzing the work of the Conference. The NRC was established after Watergate to revitalize and renew the Republican Party.
