Abstract:
Records, mainly 1940-1964, of a labor organization (1927- ) of the policemen of Madison, Wisconsin that also provided insurance and legal support and social and fraternal activities. The collection consists primarily of minutes of the Board of Directors (1940-1964; published minutes 1927-1932 are available in the Historical Society Library), together with financial records and miscellany.

Biography/History

The Madison Policemen's Protective Association was established on August 7, 1927, with the purpose of providing legal aid for members in criminal or civil cases which arose in the course of official police work. By 1945 the functions of the association had expanded to include establishment of a sickness benefit fund for its members, a retirement benefit fund, and a death benefit fund for surviving family members. In addition, the association's activities also included various social and athletic events such as bowling tournaments, picnics, and dances. Although the records of the MPPA suggest that its collective bargaining history has been tranquil, it engaged in many activities typical of labor organizations such as studies of wages and labor conditions and legislative lobbying.

The MPPA is affiliated with the Wisconsin Policemen's Protective Association.

Scope and Content Note

The records of the Madison Policemen's Protective Association are limited and primarily concerned with its internal administration. Included are administrative and financial records and miscellany. The records date from 1927 to 1964, with the bulk of the documentation dating from the post-1940 period. Supplementing the earlier material are published minutes, 1927-1932, available in the Historical Society Library.

Administrative records consist of a constitution and by-laws of the Madison Policemen's Protective Association Health Benefit Plan and Association, articles of incorporation, minutes, correspondence, and membership material. The minutes are extensive and include the best and most complete documentation on the organization. The minutes concern monthly and quarterly meetings of the Board of Directors and include many financial records such as reports on bond holdings, cash on hand, and trial balances which supplement the separately-filed financial records. The chronological correspondence (1933-1955) consists of letters regarding day-to-day functions and a proposed pension plan. Membership materials consist of lists, dues information, election notices and results, and rules of conduct.

Financial records consist of two folders of financial statements and insurance records primarily dating from the 1940s. The Miscellany includes a brief on pension and retirement plans and material regarding a 63-hour week for firemen.
