Papers of a Democrat who represented the 24th Assembly District (1972-1982), consisting almost entirely of correspondence, memoranda, hearing testimony, reports, drafts, and research material pertaining to the Assembly Special Committee on Telephone and Electricity Rate Disparities, 1973-1974, for which Barczak acted as chairman. Of later date is a 1978 newsletter. English

Biography/History
Former Democratic Assemblyman Gary J. Barczak was born in West Allis, Wisconsin, on September 24, 1939. He graduated from Marquette University in 1961 and later did graduate work at George Washington University. The Barczak family had a long tradition of political involvement and public service in Milwaukee County, and Gary Barczak served his political internship as assistant to Congressman Clement Zablocki and as Milwaukee County campaign chairman for Patrick J. Lucey.
He was elected to the Assembly in April 1972 in a special election. Key committee posts which Barczak held included acting chairman of the Special Committee on Telephone and Electricity Rate Disparities (1973) and chairman of the Local Affairs Committee (1975-1981). Other committee assignments are listed in biennial editions of the Blue Book. Barczak chose not to seek re-election in 1982. After leaving the Legislature he was elected Clerk of Circuit Court/Director of Court Services for Milwaukee County.
In addition to his experience in public office, Barczak has worked as a management consultant, has served as executive director of the Wisconsin Builders Association, and has operated his own advertising agency.
Scope and Content Note
This small collection consists almost entirely of Assemblyman Barczak's files as acting chairman of the Assembly's Special Committee on Telephone and Electricity Rate Disparities, 1973-1974. Included are correspondence and memoranda to and from committee members, staff, and utility officials; copies of written testimony presented at public hearing; publicity; research material; and drafts of the final report. The printed report is available in the Historical Society Library.
Although the research material was extensively weeded to remove publications, it seems unlikely that the accession constituted the original volume held by the committee. Neither does it appear that the files contain complete coverage of the written statements presented at the public hearings.
The only other material in the collection consists of a 1978 newsletter added to the collection from an internal file in the Archives Division.
